Minutes note: Appeared Jerrel Kruschke (DPW Commissioner), Rese Schneider, Elizabeth Schneider (Parents of Stella Schneider), Elizabeth Mueller. Rese Schneider (Stella’s mom) shared that Stella was diagnosed with a cancerous brain tumor in July 2023. Post-surgery, Stella lost major abilities (walking, talking, swallowing,smiling) and has slowly regained some function, with a long and uncertain road ahead. In summer 2024 at Reservoir Park, while using a walker, Stella told her mom, “Mom, playgrounds aren’t for me,” which became the catalyst for creating an inclusive playground. The main goal is to create the City of Milwaukee’s first universal accessible and inclusive (adaptive) playground so kids like Stella can feel “this park is for me.”

Minutes note: Appeared Jerrel Kruschkee (DPW Commissioner), Rick Meyers (DPW Sanitation Services Manager) Fall timing recap: snow fell Nov 29; rake-out deadline had been extended from the typical Nov 15 to Nov 30 (right before the storm). Spring rake-out period discussed as March 1–March 15, with DPW operations to begin consolidation/collection after that. DPW goal is to quickly remove the remaining leaves not collected in the fall. DPW noted they have continued opportunistic leaf pickup since December through January when conditions allowed, mainly responding to larger pile requests. DPW to schedule a follow-up discussion around June to review spring outcomes and decide whether to use bagging/no-parking approaches in the fall.

Minutes note: Sarfraz, Muhammad Public Passenger Vehicle Drivers License Application. The applicant was present. The police report was read. The committee considered Mohammed Sarfraz’s application for a taxi driver’s license, noting his status as a convicted sex offender and the public safety responsibilities tied to such licensure. Individuals also present: Atty. Gresham (OCA) explained that legal standards on licensing decisions are subject to employment law, with a need to show a substantial relationship between the conviction and the license. The case was reviewed despite being an old one due to registry status. Sarfraz stated that he did not get a fair trial, he confirmed his conviction, said that he has served his sentence, and claimed that he has learned from treatment. He also discussed with the committee members his family responsibilities and difficulty finding a job. Committee members questioned the applicant about his sense of accountability and the risks posed to passengers, as well as limitations in taxi oversight versus rideshares. Ald. Coggs stated that they did not hear sufficient acceptance/acknowledgement and “redemptive” reflection from the applicant to build confidence in public safety and emphasized unwillingness to risk the City. Ald. Taylor highlighted the lasting impact on survivors and urged the committee not to lose sight of survivor realities. Ald. Coggs passed the gabel to Ald. Westmoreland to make a motion. Ald. Coggs move denial. (Prevailed 4-1)
