T416 02.CommunicationReport from the President

Minutes note: Glen Radford, HACM Senior Program Manager, provided an overview of the Travaux Project Summary included with the agenda. He reported that the Scattered Sites NSPIRE items have been completed and that the work has expanded into some Public Housing sites as needed. He also stated that the elevator modernization at College Court has been completed, and that the Mitchell Court elevator modernization remains on schedule, with anticipated completion by September 4. William Sackerson Construction Company will oversee the Hillside Terrace elevator project and is currently completing submittals and coordinating with Otis Elevator Company, who will perform the work. The Directors requested updates on the Westlawn playground and lighting at a future meeting. Mr. Radford provided an update on the Highland Buyout and Change Order Tracking report included with the agenda. He stated that the project was completed in early June and that there have been no additional change orders since that time. Zena Farah, HACM’s Chief Operating Officer – Real Estate, introduced herself and shared that she began her affordable-housing career in the private sector in 1988. She later worked in multifamily housing for several years before transitioning to multifamily tax-credit and rural-development housing at HUD. Ms. Farah provided an overview of the Public, Affordable, and Market-Rate Housing Occupancy Reports included in the agenda. She reported that Maintenance Operations are no longer centralized; staff have been assigned to individual developments and will report directly to the Site Manager. The immediate priorities are preparing vacant units for occupancy to improve cash flow and completing emergency work orders. Once those priorities are stabilized, staff will focus on unit inspections to identify needed repairs and close outstanding work orders. In addition, the Compliance Department has been restructured, including the compliance for Tax Credit developments which is now under the responsibility of Lease and Compliance Director Marquetta Treadway. This restructuring is expected to support HACM’s efforts to fill vacant LLC units. John Larsen, HACM’s Chief Financial Officer, introduced himself and shared that he began his affordable-housing career as a County Manager with Milwaukee’s Neighborhood Improvement Development Corporation. He then entered federal service in Washington, D.C., with the U.S. Government Accountability Office before transferring to the Milwaukee office of the U.S. Department of Housing and Urban Development (HUD). There, he worked with the Community Development Block Grant and Continuum of Care programs. Mr. Larsen later transitioned to public housing, where he served as an auditor for financial programs across the country, including agencies placed in HUD receivership. Mr. Larsen provided a brief financial update. He reported that his first priority upon joining HACM was stabilizing cash flow and accounts payable. The current priority is completing the LLC audits. Once the audits are complete, the focus will shift to HUD’s Public Housing Recovery Plan and its Capital Funds Program. This work will include reviewing and updating budgets as needed and aligning them with the Five-Year Capital Plan and the Physical Needs Assessments for each property. Mr. Larsen also shared that all accounting staff will be relocated to the Broadway main office to support centralized oversight.
