She also said that she has been working with the suspect’s parole officer to get the ex-employee charged. Ald. Zamarripa said that this store is causing her a great concern because of the matter of the police report and the odd hours that they are working. She added that the store does not have a license to operate. The applicant said that she has had issues staffing and that she applied for a provisional license. Mr. Cooney said that the license was not approved. Ald. Zamarripa asked the applicant to close the store today because she does not have a license. She added that they will need to discuss the provisional license and that she wants to make sure that the applicant must be vigilant and recommended a warning letter. Ald. Spiker asked the applicant if he is planning to apply for an alcohol license later in case selling chicken and hamburgers is not enough. The applicant said that he can make it work without alcohol. Ald. Zamarripa asked about his experience in the industry. The applicant said that he has been working at Checker’s since he was 15 years old and that he has owned other type of businesses. Mr. Ellzey asked why the Power Hour Lounge never opened. The applicant said that his partner and girlfriend lived on the apartment upstairs and that they were conducting illegal gambling where a kid was shot. He added that he owns the building and that he would live it alone for few years to let it breathe. Ald. Zamarripa said that the file contains many objectors (they were called) who are not here present to testify. She added that only one objection is for the food application, that the rest are against the alcohol application, which was withdrew before. Mr. Ellzey said that they are not supporting the application because the business is not an existing operation and based on concentration. Ald. Spiker asked to take a look to the concentration map because there is no such saturation. Mr. Ellzey said that there is enough in the area for the neighbors to be satisfied with the options that they have. Ald. Burgelis asked that the concentration map be seen on the screen. Once the map was on the screen, he said that he does not see the concentration concern according to the map and asked if there is a different issue that has not been explained. Mr. Ellzey said that they are just developing a plan for healthy food options and to cut back on what there is a lot already. Ald. The applicant said that he will have a little of everything. Ald. Chambers said that circumstances happened under a previous application where the applicant was the owner and that he did not earn the community’s trust. He added that the applicant did not take ownership of what happened at his previous business project and that all that he says is that he was not responsible, that it was his partner’s, etc. Ald. Westmoreland said that he does not think that it is fair that the old application keeps coming in front of this one because there is nothing pending against him and when he is trying to do something different. He added that none of the objectors are present which makes him think that those objections are for the alcohol. Ald. Chambers said that the applicant was the partner, that he bought the building, etc. Atty. Travis advised the committee to talk only about the applicant’s management capabilities and to be cautious about what is being discussed at the table. Ald. Zamarripa asked Ald. Chambers what happened with the previous application. Ald. Chambers said that Mr. Adams purchased the building, reached out to neighbors to hear the concerns but that he was not getting the support that he needed in order to move forward. He added that there were videos about illegal activities that were happening inside the building. Ald. Spiker said that the applicant owns the building where the tragedy happened. He also said that what happened does not weigh in the same way when the intention is to serve hamburgers and to sell bananas. Ald. Stamper said that the corner looks horrible and that this establishment has been an issue over the years. He added that he has explained the applicant why a corner store does not work there. He requested that the license be denied as a resident and as the local alderman. Ald. Zamarripa asked Ald. Stamper if the applicant lacks the experience to run the establishment. Ald. Stamper answered “absolutely”. Ald. Zamarripa asked Ald. Stamper if he is concerned about the public safety. Ald. Stamper answered that he is. The applicant said that the building has been cleaned up, painted, etc. and that Ald. Stamper is talking about another store because this place is clean and no one is selling anything because it is closed. He also mentioned that he went to MPD and that there is no record for this address. He added that it is clean in every way and the he thinks that there is something after him. Ald. Pratt asked te applicant if he is going to have another manager. The applicant said that he is going to be there and that it is his first time at the front. He added that he is not perfect, that he has learned and that he wants to make the neighborhood better. He added that the applicant has something different here and that he has cleaned up, etc. Ald. Stamper said that the store has not had any issues because the store has been closed since he was elected. He added that there is guy with a table selling shoes every single day and that he is concerned. The applicant said that he is not selling the shoes and that the store is closed. Ald.
