She added that she has kids and there is increased drug trafficking and stated that with entertainment will come more drugs. He added that he was denied for concentration in 2013, but he wants to build his family legacy. He stated that he wants to fix up the building and employee the community. He added that he never ran a liquor store previously, but his family had a store in the 1970's. He stated that residents are in support of him opening a store, and last time he had 5 residents present in support. He added that this is an interference with his civil rights. Appearing with the applicant: Dr. Jennifer Potts 3819 W Center St stated she is representing the Center St BID and Mr. Potts is the chairman of the Board. She added that there is a disparity for African American commercial corridors. She stated that other demographics are coming in to the neighborhoods and taking over. She added that she is disappointed in Ald. Stamper for not supporting this license. She stated that the BID has a cause of legal action against the City and the Licenses Committee. She added that the BID board did not vote to support this license. Individual also present: Dameon Ellzey - 15th District Legislative Assistant stated Ald. Stamper agrees with wanting to help the neighborhood with employment and business, but there is a liquor store within a block of this location. He added that the applicant is in good standing with the BID. He stated that there were discussions about doing a liquor license at the nail salon, but the applicant wants to open a liquor store. He added that Ald. Stamper does not support this application due to concentration. Ald. Coggs stated it may appear to some that the applicant is making legal threats. She added that the Committee can also take in to account the applicant's demeanor and belief in his ability to manage a liquor store. Ald. Dodd moved denial based on concentration, and aldermanic and applicant testimony. (Prevailed 5-0)
