To continue the program, the University required the city to sign a new participation agreement covering all departments instead of one off contracts.
The City Attorney’s Office and DCD coordinated with UWM to ensure the new contract protected city interests while supporting widespread department access.

Alderman Bauman challenged We Energies strategy, arguing that the primary directive of a shareholder-owned utility is return on investment rather than public service.
