071438 01.CommunicationCommunication from the Milwaukee Police Department Relative to the Public Safety Plan for the City of Milwaukee and Other Public Safety issues.

Minutes note: Also Present: Chief Edward Flynn, Milwaukee Police Department. Chief Flynn appeared before the Public Safety Committee to provide an overview of the departments future goals and objectives to improve public safety in the City of Milwaukee. He discussed the following topics: -The establishment of an environment where neighborhoods can thrive. -Development of community based, problem oriented, data driven strategy lead by district stations. -Disrupt patterns in hotspot areas. *Implementation of quick win-strategies utilizing current resources. --Strength police organization. --Empowering captains in district stations. --Adopt high impact crime strategies and disorder prevention tactics that are highly focused in those locations in which they are the greatest trouble. *According to Chief Flynn the following police captains introduced plans to address issues in hot-spot areas within their districts on the following dates. Chief Flynn continued that the goal in this process is to maintain data to measure the success and failures of new strategies have is problem areas. -District 2 January 30, 2008 -District 3 January 16, 2008 -District 6 February 11, 2008 -District 7 February 20, 2008 District captains will continue to submit plans from all district stations. -Develop strong collaborations with the many communities within Milwaukee. -Technology enhancements. -Evaluation of ongoing initiatives. -Early intervention software training. -Fill PSA positions -Work on fiscal management (implementation of electronic overtime system). -Implementation of a viable comp stat program for the purpose of monitoring crime activity by location, district and seriousness of crime. -Prevention (crime prevention in one aspect by managing calls for service). -Implementation of a Differential Response Program. -Implementation of retail policing. -Build on the strengths of current organizations within the police department. -Attempt to alter the mental calculation of individuals who carry guns (by strengthening consequences of carrying guns). -Build on our communities who want strong relationships with their police department (strengthen relationships between officers and residents). -Become a more transparent agency (keep everyone informed).
