Minutes note: The City of Milwaukee 1999 Proposed Plan and Executive Budget Remarks by Mayor John O. Norquist September 23, 1998 Council President Kalwitz, Mr. Langley, Mr. Morics, Mr. Whittow, Aldermen and distinguished guests... good morning. The budget for the City of Milwaukee that I present to you today is a compendium of numbers, strategies and objectives for city government in the coming year... a plan that keeps taxes down, improves safety, and promotes quality education. What you will also see in the 1999 City Budget is a renewed focus on Milwaukee neighborhoods. This city has long been known for its strong neighborhoods... areas throughout Milwaukee where residents know each other, and work together for the common good. Signs point to the continued strength of Milwaukee neighborhoods. Property values in every aldermanic district are climbing... crime is down all across the city... wages are rising and employers are hiring people. Our neighborhoods are worth celebrating. That's exactly what artist David Lenz does in his beautiful renditions of our city's neighborhoods. Lenz's work can be seen on the cover of this year's budget summary. David Lenz is here and I want to thank him for his work and for allowing us to use his painting. We focus a lot on neighborhoods, and we take pride in the improvements that city government has fostered in neighborhoods such as Martin Luther King Drive and City Homes. We work to enforce laws and ordinances that make city neighborhoods even better places to live. Targeted Investment Neighborhoods and in-fill housing have added life to neighborhoods. But our efforts are too diffuse. We need a single department that focuses on the success of Milwaukee neighborhoods. One of the key components of the 1999 budget is the Department of Neighborhood Improvement and Inspection. In this new Neighborhoods Department, we have consolidated the neighborhood-based functions of the former Building Inspection Department, and portions of the Health Department and the Department of City Development. As we bring together the neighborhood inspection, regulation and development functions of city government, we can be more responsive, better coordinated, and more effective in dealing with neighborhood problems. 1999 Proposed Budget Page 2 The Neighborhood Department will establish a customer focused system for receiving and processing complaints. With a common database, the city can track problems in particular neighborhoods or at particular properties. But it's more than enforcement and responding to complaints. The Neighborhood Department becomes the center for neighborhood development... including rehabilitation loans, the Neighborhood Improvement Program, educational programs, and development of in-fill housing. The Neighborhood Department will also oversee the city's changes in handling stray and quarantined animals as we join with other municipalities to form the Milwaukee Area Domestic Animal Control Commission. The Neighborhood Department will provide better service to our residents, and add to the strength of all our neighborhoods. The 1999 city budget adds value to the lives of Milwaukee citizens and at the same time promotes efficiency and quality in city government service. The total tax levy supported budget is just one-point-one percent higher than the previous year. In the 1999 city budget before you, the proposed tax rate is nine dollars and sixty-six cents per thousand dollars of assessed value... a reduction of thirty-three cents. Now, two thirds of that reduction is the direct result of a Shared Service Agreement between the city and the Board of School Directors, so our real tax rate reduction for city taxpayers is eleven cents. There is no reason Milwaukee residents should pay higher property taxes than our neighboring communities. And the good news is that, with the budgeting consensus we have established over the last decade in the city, Milwaukee's tax rate is lower than fifteen of the nineteen municipalities in the county. While city tax rates have grown smaller and more attractive than most of our neighboring municipalities, there are other comparisons worth noting. We continue to spend more money per capita than most other Milwaukee County municipalities. And only one municipality, the village of River Hills, has more employees per capita than the City of Milwaukee. We have made important progress. The proposed property tax levy of one hundred and fifty-two point six million dollars next year is more than twenty percent lower, in inflation adjusted terms, than the levy in 1988. We hear from homeowners, from business people, from investors and from real estate agents how important it is to reduce property taxes. Every year we ease the burden of property taxes, 1999 Proposed Budget Page 3 we simultaneously add value to the city. Lower taxes make it more likely that businesses will create new jobs in the city. Lower taxes make it possible for homeowners of limited means to fix their homes and pay their bills. Lower taxes make Milwaukee's economy healthier. Crime is down in Milwaukee. We are a safer city. The first half of 1998 brought big declines in the number of murders, robberies, and sexual assaults. Burglaries and thefts are down. The credit belongs to the men and women in uniform, officers in our neighborhoods who are solving crimes and enforcing laws. I am more convinced than ever that quality of life policing works, and Chief Arthur Jones has his department on the right course. Quality of life policing has its rewards. Earlier this month a team of fifth district police officers nabbed four prolific graffiti vandals in a sting operation on the east side. The reaction we heard from residents, business owners and customers was unanimous delight. Graffiti is a crime we must stop because of the harm it does. Police, prosecutors and judges continue to send a clear message to these jerks, punks and hoodlums: Graffiti is a crime, it undermines our neighborhoods, it scares away jobs, and we will fight graffiti with every available weapon. A year and a half ago a judge sentenced Shorewood teenager Christopher Peters to prison for 51-month following his conviction for graffiti vandalism in Milwaukee. He's no longer a teenager, but, I'm happy to say, he's still in the state prison system. There are some changes in the police department outlined in the 1999 budget. For the first time in the city's history, the total number of budgeted positions, sworn and civilian, in the police department will top three thousand. We have ten more tax levy supported police positions next year... positions we have retained in the police department even though federal funding for those officers expired. The police budget includes funding for a new mounted patrol unit. Officers on horseback will patrol outdoor events where they will be visible can easily respond in crowded situations. Sergeant Fred Tice, and police officers Jim Storney, Kathryn Skoczek, and Pam Haag have worked to make this horseback unit possible. 1999 will be the first full year of the Safe and Sound program, a cooperative effort to address and prevent crime in the central city areas of the north and south sides. Based on the successful Weed and Seed program, and in consultation with the Youth Crime and Violence Task Force, we have forged a great partnership. Safe and Sound increases positive alternatives for Milwaukee kids, it unites neighborhoods to increase safety, and, ultimately, Safe and Sound will drive down 1999 Proposed Budget Page 4 crime. I want to thank the aldermen who have helped craft the Safe and Sound Program, the U.S. Attorney, Tom Schneider, Senator Herb Kohl, and all the community leaders and activists who've advanced Safe and Sound. We have plenty of work remaining to make Milwaukee safer. Take, for example, Mitchell Street. Murder, even when the victim is a gang member or a drug dealer, undermines the viability of a neighborhood business district. As Jim Witkowiak can tell you, Mitchell Street is a safe place to stroll, to shop or to dine. Crime is down along Mitchell Street. Yet, a couple of notorious incidents have left the opposite impression. So we have to do more than reduce crime. The police officers assigned to Mitchell Street have an added mission now: to do their part to increase sales among Mitchell Street merchants. No one should be reluctant to shop at Goldman's or visit the Modjeska Theater or patronize the new Lopez bakery on Mitchell Street. Across the city... from Northridge to Howell Avenue... from Fond du Lac Avenue to Forest Home Avenue...successful commerce requires safety. The safer we are, the wealthier our residents will be. Of course, safety means more than reducing crime. A safe city has fewer fire deaths... a lower rate of childhood lead poisoning... drinking water that is free of contaminants... school crossings that are protected. This budget continues our work on those safety issues and many more. In recent months newspaper and television news stories have shared a remarkable tale of transformation downtown along the Milwaukee River. Businesses, nightlife, dining and recreation are booming along the Riverwalk. Hundreds of people have moved downtown, filling converted lofts up and down the river with new homes. Newspapers have touted the "return of the empty-nesters." We have reason to be pleased. But why just "empty-nesters"? For too long, couples with children and money have moved out of the city... wary of a public school system they viewed as bureaucratic and ineffective. But I foresee a reverse in the migration. Milwaukee's educational landscape is changing dramatically, and I predict confidently that before long, Milwaukee will be known nationally as the city where families have the best range of educational options in America. School Choice, with its expansion to religious schools, gives Milwaukee parents far more power 1999 Proposed Budget Page 5 to influence how their children are educated. No longer can any school take for granted their students from low-income homes. All schools in Milwaukee... public, private, and parochial.... must please parents. And we are already seeing public, private and parochial schools responding by establishing quality programs that will lead to better outcomes for every Milwaukee student. Charter schools, established under the auspices of city government and the University of Wisconsin-Milwaukee, encourage the same results. We've started with three strong schools in our city charter program, and more are likely to come forward for the next school year. Notwithstanding the obstructions erected by the State Superintendent of Public Instruction, Charter Schools will ultimately succeed. The Council has taken great strides to improve the educational options available to Milwaukee parents and students. I want to thank Alderman Fred Gordon and Council President John Kalwitz for their leadership on Charter Schools, and Howard Fuller for his hard work in making sure city chartered schools improve the lives of Milwaukee's children What's emerging in Milwaukee is quality... for low income families through the Choice program... for all families in the charter school program... and for all families who choose among the increasing number of effective Milwaukee Public Schools. Even with innovative educational reforms, most Milwaukee students will ultimately attend Milwaukee Public Schools. Yes, the competition from choice and charter schools has pushed MPS to improve. That's good. Yet city government has a special obligation to work with MPS to make sure the public school system is in a position to improve. The 1999 city budget includes 27-million dollars in additional borrowing to support the Milwaukee Public Schools capital program. Most of that borrowing is possible because of an intergovernmental agreement reached with the Board of School Directors whereby MPS will reimburse city government for services the city provides, and, as a result, with virtually no impact on city property tax payers, the additional school borrowing is possible. Tech, Milwaukee Technical and Trade High School is one place where the new borrowing authority can help. With improved facilities and a refocused mission, programs at Tech will improve the lives of students and assist Milwaukee companies looking for talented, trained tradespeople. Milwaukee welcomes the "empty-nesters" returning to the city, and, soon, with significant improvement in our schools, we will welcome back more and more "full-nesters," too. The city of Milwaukee holds great promise. And the leaders of Milwaukee, including you, the members of this Common Council, have consistently focused on the success of our citizens. We 1999 Proposed Budget Page 6 have worked hard to avoid budget crises, we have invested in the long-term needs of the city, and we have worked to solve the problems that have confronted us. We serve constituents with high expectations. The people of Milwaukee want the very best fire and emergency medical service, and the city delivers that. The people of Milwaukee want top quality libraries, safe drinking water, good playgrounds, clean streets... and the city delivers that. And our constituents expect all this good service at a low cost. Again in 1999 that's what the people of Milwaukee will receive.. Thank you.
