   2. Approval of the minutes of June 5th.

Minutes note: Dr. Pointer-Mace moved, seconded by Ms. Harwell-Young, for approval of the minutes. There were no objections.

   3. Election of a Vice-Chair.

Minutes note: The main responsibility is to run the meetings and meet with Ms. Peay or the City Attorney, in the chair's absence. Ms. Baalbaki is interested in filling this position. Dr. Pointer-Mace fully supports Ms. Baalbaki in this role. Dr. Pointer-Mace moved to nominate, seconded by Ms. Harwell-Young, Ms. Baalbaki to be Vice Chair. The vote was unanimous.

Minutes note: Dr. Baylor said this was discussed at the last meeting and the issue is that the Howard Fuller Collegiate Academy has a stand-alone middle school, so a need does exist for this scorecard. All schools that have grades 6-8 will have this new scorecard, which is attached to the file, which demonstrates the difference between the current scorecard and the new proposed scorecard. The smaller schools were generally not able to report out their measures as the results related to fewer than 10 students. The new scorecard does give a more realistic view of how the students are doing and it does demonstrate a dip. Mr. Ingram liked the break out with the elementary and the middle school and the high school as it's easier to pinpoint on where the Board's concentration should be focused and on what strategies should be used with each group. Dr. Pointer-Mace asked how easy it is to compare local measures for the middle schools from the other schools. Dr. Baylor said the assessments are comparable across the schools. Dr. Baylor feels the assessments will be the same even if they are across different areas. Mr. Ingram asked what the strategy for middle school students to improve vs. elementary school students? Will this be easier for CSRC and the Council to better understand the report card? Dr. Pointer-Mace and Ms. Harwell-Young both like being able to pull data out for this age range of students. Dr. Baylor said you can see the trends from 5 years back, but they were not able to report that this year due to the changes in the Forward exam and the labels attached to those scores. They will not be able to report the year-to-year progress since the assessments have now changed. The scorecard totals are also not comparable as the maximum point totals changed. Dr. Baylor noted this will provide more data for CSRC to review and will provide a truer picture of how the schools are performing. Dr. Baylor said they are asking if the kids who were proficient last year, are they still proficient, as well as if the kids who were advancing, are they proficient this year? This would be the second indicator labeled, "Student academic progress" that has 4 indicators and the proposal is to merge these 4 into 2 measures, who for ELA and one for math (basically tracking progress in these two subject areas re. maintaining strength as well as those improving). Dr. Pointer-Mace is concerned that there are few kids at "Proficient" or "Advanced" and it might look as if we are changing the scorecard to hide this fact. Drs. Pointer-Mace and Baylor feel this would incentivize schools to focus on improvement. They want the kids that are "proficient" to also get the support to grow, rather than having schools possibly focusing more on students that aren't doing as well. On the base level, this will decrease the number of students who aren't counted so more information is captured. This system will not be used for annual reports about to be heard as those reports are already done. Mr. Ingram said this focuses on each and every student as much as we possibly can. Dr. Pointer-Mace asked why the term "progress" is used versus "growth" or "improvement". Ms. Baalbaki would prefer "growth". Mr. Ingram noted that the DPI scorecard uses the term "growth", although their measures are not equivalent to CSRC's. The CSRC no longer says "met expectations" in its annual reports and Dr. Baylor asked if they wanted to start that again. Mr. Ingram would like recommendations continuing relating to probation. Ms. Harwell-Young also suggested looking at the use of the word "probation" as well. The CSRC does not provide additional support to schools on probation; the school is responsible for improving. Dr. Pointer-Mace moved, seconded by Ms. Harwell-Young, to accept Evident Change's proposal for a split report card. There were no objections. Ms. Harwell-Young moved, seconded by Ms. Baalbaki, to merge the Forward Exam progress measures. There were no objections. Meeting adjourned: 5:54 PM Linda M.
