The applicant said that he has been 10 years at this store and that he normally does not have an issue with asking people to leave and with people leaving but that he has installed a surveillance video 24/7. He added that he does not have a policy to follow but that it depends on the issue. He added that he reports issues like people coming in, grabbing items and running away.
Ald. Burgelis asked if his brother still works there.
The applicant said that he does but that his brother needed to show the gun because the person refused to leave the store until the police came and that he has been advised not to bring it to the store. He added that his brother is not carrying a gun anymore after the incident.

Mrs. Ortiz – 3415 W Oklahoma Av – said that there have been three times that cars from the gas station crash against her house and that in the past July, there was a significant damage to her property with $25,000 in damages that the insurance did not want to pay. She added that she talked to the applicant regarding putting a barrier, that she was told that they will look into it and that nothing has happened yet.
The applicant said that he agrees that something needs to be done and that he will talk to the landlord.

Joanna Urtiz – 3736 N 77th St - said that she would be bothered with the changes in the business based on the application because she has lived there for 28 years and that this type of business will disturb the peace and quiet of her neighborhood.
The applicant asked Mr. Urtiz if she knew that the changes on the application have been at the business for at least 10 years.
Ms. Urtiz said that she did not know.
Jacub Lepold – 8332 W Lisbon Av - said that with this bar will closing at 11pm will be losing a lot of business and that he thinks that there is a discrimination. He added that if one bar closes at 11pm, all the bars in the city should close at 11pm.
Ald. Westmoreland said that since he has been elected, all the alcohol licenses have been granted to close at 11pm because he knows what the constituents want and that he does not know the operators. He added that at the renewal, they can explore if longer hours are there to be considered but that the applicant needs to prove that he is a responsible operator and community partner. He also said that he has talked to the applicant about hosting special events with the proper permit.
Ald. Westmoreland asked the License Division if the previous licensee had permit for Disc Jockey and Patrons Dancing.
Ms. Lopez said that the PEP was only for amusement machines and pool table.
Yadira Melendez – 200 E Wells St. - said that she lived in the neighborhood for 16 years and that this business was a family oriented with Disc Jockey.
Shannon Marvin – 2428 N 47th St – said that she is a patron, that she feels safe there and that the intention is to cater to older crowds and that closing at 11PM will be an issue for the business owner.
Ald. Westmoreland said that according to his experience at this committee and its own, when there is a Disc Jockey there is a chance for bigger issues and that is why businesses should start from cero to get to know each other.
Ald. Westmoreland asked the applicant to remove the Disc Jockey and Patrons Dancing and to work on a permit basis for special events. He added that the applicant might have bands instead.

Ms. Bledsoe said that she has 3 senior neighbors with her who wants to testify with no access to a computer.
Elores Scott – neighbor – said that she has been fighting and fighting for not having alcohol and a community center on her block and that there was no petition brought at her door.
Esther Rowling – neighbor – said that there was no petition signed by them and that they won’t do it because they do not want a teen center close.
Ald. Pratt said that the reach out to the neighbors did not happen until she asked the applicant to do it for clarification purposes.

Michelle Davis – held a meeting with the members and neighbors and that they are in support of the application. She added that a community is not only two blocks, that there are families that they could use this service, that in fact there is family with nine children near by.
Charles Nash - 7641 N 76TH St – said that he is participant of this adventure and couches a children’s team. He added that this is an opportunity to teach young kids in the community. He added that if the neighbors did not see the petition, that does not mean that it did not go around. He said that the applicant is passionate about what she does.
Ald. Chambers clarified that there is no public entertainment premises in front of the committee, that no disc jockey or loud music will be played except for background music.
Mr. Mays – 2209 N 47th St – said that he saw this on social media and the news and that this is great for the community. He added that the other center is more cultural oriented and that is why closes its door constantly. He added that this could benefit the elder community but that they do not see it yet.
Ben Lawn – property owner and said that he took care of the exterior since he got it back in July. He added that he left a voice message to Ald. Pratt asking what could be a good use of it and that he has spent time there since then and that he has not seen anyone urinating or heard gunshots. He added that he is very happy that the building will be used this way.
Nino - 4852 N 19th Pl – said that he signed the petition and that the house across the street from him has 3 kids and that there are teens everywhere. He added that kids need places to exist different from school and home.

She added that there are weddings every weekend from 80 to 125 guests, with music, amplified conversations, lots of cheering at the east porch and that she cannot enjoy the north part of her house because of the noise.
Sue Holton – 2230 N Terrace – said that she opposes to all licenses because it is a residential neighborhood, that she brought a signed petition from 13 neighbors against it, that she got in touch with Ald. Perez when there was no aldermanic representation. She added she has contacted the police multiple times about the noise nuisance and that she cannot use her backyard in the summer, as it is too noisy. She said that prior to Covid, the events were smaller and there were no problems as they had small weddings.

Douglas Rose – 2415 E. Wyoming Pl – said that he lives a block and half away from this location, that this place has been celebrating weddings the last 50 years and not since 2015. He added that he is the president of the Villa Terrace Board, that they have followed the ordinance, that last year they held a neighborhood meeting with Ald. Brostoff and that he doubts that there is a petition signed by 15 people because 20-25 verified neighbors attended the meeting and most were in favor of the Villa Terrace. He added that Villa Terrace nonprofit has taken over since January 1 after a bidding process with the County and that they have hired this company to run it because of their professional outfit and the large experience in the industry. He also said that they are going to work hard to make sure that they are in compliance, that all outside music will end at 9pm and indoor music will end at 10:30pm and that weddings will end no later than 11pm.

Ald. Brower asked if there is a program available to businesses with this large number of calls to mitigate the issues besides the macroeconomic causes of these unwanted behaviors. He added that he used to live nearby and he is aware of the aggressive panhandling and the busy intersection.
Sgt. Velasquez said that MPD would have the applicant work with the community partnership unit and the district station, as well as have the applicant complete a CPTED (Crime Prevention Through Environmental Design), which is a program which shows that owners take pride and ownership through lighting, landscaping, etc. The idea is to have a better collaboration among the business, the community and the police department.

Ald. Coggs said that at the last committee meeting she asked that this application be held in order to meet with MPD and the applicant because MPD said that they had issued a nuisance letter that was not received by the applicant yet. She added that this was not the first nuisance letter and that she believes the business received one last year. She explained that they held the meeting, that suggestions were given, that the applicant was more than willing to adhere to the suggestions but that a couple days ago; she received a subsequent letter from MPD (forwarded to the License Division) saying that the applicant’s abatement plan was insufficient and that MPD asked the applicant to do it again. She also said that situations on the police report like people with firearms in the space for over an hour and the staff saying that they did not see them when there is a video of those armed individuals behind the counter; is risking the safety of the patrons. She said that she does not support the renewal of the Extended Hours Establishments license because most of the items on the police report happened during those hours and that the applicant is not capable of handling it. She also asked for a 10 (ten) day suspension of the other licenses to allow the applicant to work with the police and to come back with his own abatement plan which is what she and MPD are looking for.

Caitlin Forsythe – 1846 N Vel R Phillips #301 said that on July 30, 2024, Patrice Dickenson (previous owner) left town and that during that period Ms. Lloyd held a party which appeared to have strippers (she submitted the evidence in January). She added that they have some concerns regarding the last neighborhood meeting of August 7, 2024; when they met Ms. Lloyd for the first time who seemed very aggravated. She also said that Ms. Dantzler was present representing Ald. Coggs and that some of the statements made by Ms. Lloyd were: “this is not a library, if there is no one fighting, I don’t care how loud it is in the neighborhood, why did you move next to a bar?” Ms. Lloyd also compared her bar to businesses on Water St. Ms. Forsythe added that they came to the hearing in January and that they did not hear anything again about the transfer of ownership, that she saw it on Facebook (they were having a party to transfer the ownership) and that after that, they received an email from Ms. Lloyd introducing herself when they met her at the August neighborhood meeting. She added that after Ms. Lloyd took ownership back in January, there has been a lot activity with honking, people fighting over parking spots and littering. She added that St. Patrick’s Day was loud, there was lots of litter and it continues that way. She said that she does not like having this bar across the street because the new owner is not following the plan agreed upon by the previous owner and neighbors.
Ald. Chambers said that he is familiar with this case and that he knows that there are agreements and asked if the neighborhood meetings have been happening.
Ms. Forsythe said none since August.
Ald. Coggs asked why this application is considered as renewal if the transfer did not go through committee.
Ms. Lopez explained that the transfer application was filed first but it was held and meanwhile the renewal application was filed and that what we have here today is just a cleaner read because the legal entity is the same.
Atty. Gresham said that this is the legal entity asking to change the agent and to renew the license and that at some point Ms. Lloyd was made part of that legal entity.
Ms. Lopez said that Ms. Lloyd filed the transfer of stock paperwork filed on December 2024.
Ald. Coggs asked if the paperwork went through.
Ms. Lopez said that it did not go through but what we have in front today addresses both requests (the transfer with change of agent/adding and removing stockholders and the renewal).
Ald. Burgelis said that the legal entity’s status with the DFI is delinquent and that we should not consider an application under such circumstances.
Ms. Lopez said that a hold can be placed until the legal entity is current with the DFI.
Will Meyers – 1846 N Vel R Phillips – said that he echoed what the previous neighbor stated and that this bar only got better because they submitted evidence and signatures from 30 neighbors against this establishment. He added that the business was renewed under the plan agreed with the neighbors but that still falling short on some points of the plan. He added that they received very short notice that this meeting was happening. He added that when they met the new owner, she was very hostile and gave the example of a situation where a patron’s car smashed against a tree (that he submitted the evidence) and that when the neighbors reach out, Ms. Lloyd said that the car belonged to a patron from another bar. He added that situations like this one do not happen in the neighborhood unless this bar is open. He also said that the bar is attracting unnecessary and unwanted crowds, that the bar itself has been shot at and vandalized, that the bar is not appropriate for the area and that it is not a neighborhood bar. He mentioned that the bar must take care of the tax revenue owed to the state.
Christopher Banard – 1846 N Vel R. Phillips #501 – said that he supports everything what the previous neighbors mentioned and that prior to the renewal agreement of May of 2023; it was a zoo out there, that it was really bad and that he wants to give credit to Ms. Dickerson for going out of her way for trying and making things better which shows that they can coexist. He added that his concern relays with the quality of life and welfare that they have and will have with the new ownership.
Individuals in support:
Andron Lane – 1923 N 19th St – said that he feels that there is a discourse of how things have been communicated. He added that he is not aware of the meetings that were mentioned and that we all communicate in different ways, that they are outside cleaning around and that there are other businesses in the area as well. He asked for a chance.
Ms. Gladys was present remotely with technical difficulties.
Demetrius Devone 1851 W Grantosa Dr – said that he works closely with Patrice and Kimberly and that he is the one who fix when there is a problem. He added that there has never been a lack communication between the neighbors and them.
The applicant apologized to the neighbors if she seemed rude but she said that she feels bullied by them because they are very demanding with things like requesting her to appear without the proper notice. She added that she has done everything within her power to address issues like putting parking cones, closing earlier and not opening everyday to give neighbors a break. She also said that she receives emails demanding things for them instead of coming up with an agreement. She explained that she works as well and that she is part of the community through her job.
Ald. Pratt mentioned that there is a video that was part of the notice packet about certain contracted events that she had and should not be held there and that flyers were circulating as well.
Ms. Lloyd said that she receives requests to book parties by email and that this individual wanted to have a party, that she was going to be changing clothes three times (that she changed twice) but when she came back from getting ice (ran out of ice), the individual was not nude but wearing provocative clothing and that Patrice told her over the phone that they could not do that there and that she still learning and taking advice from Patrice. She also said that the individual told her that fake money was going to be blown out from the cake and money guns purchased at Amazon.

Ald. Pratt said that there is someone completely nude on the video that they just saw (same of the notice packet).
The applicant said that she does not remember seeing someone nude when she was present, that what she saw was more like a bathing suit clothing style.
Ald. Chambers said that he just saw the video and asked if she wants go back to her last statement.
Ms. Lloyd said that she did not hide anything that it was all over social media because she did not think that it was against the law.
Ald. Coggs said that she had an opportunity to speak to the applicant earlier today and that she did not know that Ms. Lloyd was taking over from Ms. Dickerson in terms of ownership. She added that she recognizes what the neighbors said about the hard work done with Ms. Dickerson for making an agreement to prrovide solutions for the problems that the establishment was creating in the neighborhood. She expressed that knowing that Ms. Dickerson is not part of this moving forward, the new applicant never met with her until they talked earlier today. She also said that she expressed her past and current concerns about the establishment and that they also spoke about the stripping part and that the applicant shared the same comments said here before committee.
Ald. Coggs expressed that she did not watch the video prior this conversation. She continued saying that they even talked about the person cooking upstairs, that sometimes she uses his services and that he is not employed by the bar; that she has host Disc Jockey nights without the proper permits and that she has been running the bar since January.
Ald. Coggs said that after the amount of bad choices, bad management and lack of knowledge of the things that the applicant supposed to know, she does not have any confidence that this ownership will be a successful business and it will be before committee every year for the amount of rules that are disregarded. She said that this license has received disciplinary actions in the past and that she cannot longer support so she asked the committee not to renew it.
Ald. Brower moved nonrenewal of the Class B Tavern, Public Entertainment Premises and Food Dealer licenses based upon the preponderance of the evidence in the residents testimony, aldermanic testimony and the video included in notice of the hearing that demonstrates the operations results in a threat to health, safety or welfare of the public for the loud noise when the business is open, the excessive littering and other things mentioned at this hearing and denial of the Change of Agent, Removing/Adding Stockholder transfer application.
