Westmoreland said that his concern is the litter, which is not specific to this business only but to the entire complex. He said that he knows that the property owner is supposed to clean but that the property is neglected and asked the applicant if he feels heard by the landlord. The applicant said that the new management has improved the garbage pickup and security and that the dumpster in the back is for general use. He added that his business monitors the dumpster and front of the store with multiple checks during the day. He also said that there are only two garbage bins along the front of the strip mall (one by Walgreens and one in front of his store) and that he thinks is not enough because the bins get overflow real quick and the garbage blows all over. Ald. Westmoreland asked if they are willing to maintain the area that it is in front of the store. The applicant said that he is willing to do it and that they pay a fee for the cleanup service as part of the lease. Ald. Lucas Brown (Manager) 5667 N 57th St – said that the bar was not open on the following dates: 7/09, 7/18 and 8/27, that no underage drinking has happened in there and that no one has been shot in there either. He added that they are all false claims and that Carlos (the security guard) does an excellent job. He added that the security guard owns a gun and that he has been asked to keep it in his vehicle and that he does not carry the gun when the bar is open regarding the item on the police report. Individuals also present: Ald. Borkowski said that it is disappointing that our community is in an epidemic stage, that he is grateful that no one was shot but that the business is responsible for having a safe location. He added that 12 items in a year is a lot and asked what is the plan for 2024. The applicant said that they have 9 cameras surrounding the bar and that these calls are not sustained because when the police comes, they cannot find anything or the bar is closed. She added that she hopes that this person stop harassing her. Ald. Borkowski said that the police has the capability to know who is calling and that the applicant should figure out who is making these calls. The applicant said that she knows a person who wants to buy the bar and lives in the neighborhood. She added that every time that something happens in the neighborhood, this person calls her to harass her and to let her know that is going after her and her business license. Ald. Borkowski said that the applicant should seek for help to stop this harassment. The applicant said that she did not know that all of these incidences were linked to her business until she received the notice in the mail. Ald. Chambers asked how come the applicant was not aware if the police came in. Mr. Brown said that those incidents happened when the bar is closed and no one is there. Ald. Chambers asked the applicant how often she is at the establishment. The applicant said that once/twice a month. Ald. Chambers asked why the police is having a hard time to get a hold of them. Mr. Brown said that he is there and the applicant said that no one has contacted her except for the item about the gun. Ald. Pratt asked about the teen nights. Mr. Brown said that they host dance battles for 18-21 yr olds, from 4 to 8 pm and no alcohol is served. Ald. Pratt asked why the door was locked when the police came. Mr. Brown said that they lock the door after they reach out capacity. The applicant and Mr. Brown said that there are a lot of discrepancies in the police report. Ald. Chambers asked if this license allows live performances. Mr. Cooney said that they hold a Public Entertainment Premises license. Ald. Chambers said that there is some disconnect with management and recommended the applicant to be present often. Ald. Pratt asked the applicant to make sure that the surveillance cameras are working, that there are no teens in the bar and to call back the police when they reached out. She asked the applicant to be present and more hands active. She also recommended to have her business hours listed to avoid confusions. Ald. Randall asked what about the testimony for the cleanness and empty shelves. Ms. Brooks said that they have photos taken by neighbors and ambassadors. Ald. Savannah - 4357 N 28th St - said that she goes around visiting business and that this business does not participate at all neither takes their recommendations. Ms. Sherman said that there have been a substantial investment, that she appreciates the abatement plan but she cannot trust it because the applicant has not shown any signs of collaboration. Atty. Randall asked Ms. Sherman if the association is willing to support a business who collaborates with the association. Ms. Sherman said that they would because it affects everyone in the community and that they work with families, business and students.
