250213 01.CommunicationCommunication from the Department of Administration - Budget and Management Division relating to the impact of the proposed federal budget on the City of Milwaukee's 2026 budget.

Minutes note: Appearing: Jordan Primakow, Intergovernmental Relations Division Joshua Benson, Comptroller's Office Director Primakow gave an update on the proposed federal budget and impact on the City's 2026 budget and the community. Proposed are cuts to Medicaid and SNAP benefits and increased tax cuts for wealthy corporations and businesses. Locally, proposed are cuts to federal block grant funding, municipal bonding tax exempt status, federal funding for the Health Department, and federal clean energy funding and programs impacting the Environmental Collaboration Office. In conclusion, there is much uncertainty. IRD is working with many advocacy groups and municipalities. Director Kovac commented. Potential impacts include CDBG, HOME, and HOPWA funding. Respective agencies and City staffing under those programs may be impacted. The City may have to find funding alternatives for these programs, fund them with levy dollars, or reduce services. There was discussion on potential cost impact to municipal bonding, potential increases to law enforcement funding and programs, expansion to child tax credits, and commitment to preserve communities and programs that will be impacted.

Minutes note: Ald. Burgelis commented on the need for a realistic funding strategy from DPW and have not seen submission of a report as required by budget amendment 40B to the 2025 City budget. Appearing: Amber Danyus, Mayor's Office Ms. Danyus said that a report will be submitted by the deadline and that DPW requests to hold the file due to their inability to appear at the meeting today.

Minutes note: Ald. Spiker provided context on the City's acquisition and use of ALPR cameras. Ald. Burgelis noted his objection to discussion and public testimony beyond the matter of an indemnification agreement. Ald. Evan Goyke, City Attorney Rhonda Kelsey, Purchasing Division There was discussion on the intent of the file, germaneness on discussing on policy, origin of the ALRP, use of ALPR surveillance countywide, contracting with Flock Group, Inc., and use of ALPR cameras. Public testimony in opposition: Amanda Merkwae, ACLU of Wisconsin Ron Jansen, resident Ms. Muhammad, resident Jason Haas, lobbyist for JusticePoint Those in opposition testified with concerns over infringement on civil liberties and increasing costs to the City with the acquisition or expansion of Flock surveillance technology. Public testimony in support: Tara Cavazos, South 27th Street BID 43 Leif Otteson, Gateway to Milwaukee BID 40 Ms. Cavazos testified that the BID has been providing the funding for the cameras. Those in support testified that the cameras are beneficial to reduce or assist in criminal investigations, are in demand by residents, are in use by many others, and have support from residents. Ald. Burgelis moved that the Finance and Personnel Committee convene into closed session, pursuant to s. 19.85(1)(e), Wis. Stats., for the purpose of conducting specified public business whenever competitive or bargaining reasons require a closed session. Spiker said he was supportive of a motion to hold the file due to legal concerns on the indemnification provision of the contract agreement.
