230111 01.ResolutionResolution relating to a Certificate of Appropriateness for retaining vinyl windows installed by a prior owner at 2658 N. Grant Boulevard, in the Grant Boulevard Historic District for Patrick Betts & Jessica Holly.

Minutes note: Mr. Tim Askin said the applicant has 2 proposals, one with a clad wood product and a Marvin wood product that pretty much everyone always uses. Staff is fine with Marvin and the other proposal if it's wood clad. He would suggest non-clad if they are seeking state tax credits. Jessica Holley - owner who would like 2 years to have the work completed due to the costs. Staff does not object and a 6-month update is required. Mr. Jarosz moved to approve the extended schedule of 2 years, seconded by Mr. Robinson.

Minutes note: Mr. Tim Askin said there currently is a communications tower behind the pumping station and MPD wants to replace it and move it 10-15 feet over, so both are working at the same time. Staff supports the new tower as well as a demo permit.

Minutes note: Mr. Tim Askin said the owners would like a plaque and the house was built on spec in 1921 and owned by the Dobrinski family from 1935 to 1977.

Minutes note: Mr. Tim Askin said this building suffered a major fire in 1933 and in 1946, they removed the top 2 stories. The Iannellis have been working on bringing the building back.

231887 012.ResolutionCommunication from Historic Preservation Commission staff relating to locally designated sites in Milwaukee associated with historically underrepresented groups.

Minutes note: Intern Cody Kern presented on this item. He read the 192 study reports on historic sites and categorized what underrepresented group the site was associated with (if any); 80 of 192 reports had some connection with the majority being working class or women. He was surprised by the lack of African American associations, which might be due to the interstate construction through that community and a lower population than other major cities. One site may have more than one connection (such as women, working class, LGBTQ, etc.) and associations may be added over the lifetime of the building. He ended his presentation with suggestions for further research. Mr. Jarosz suggested doing PR or marketing to try to get more sites nominated or the existing sites more into the public consciousness. Mr. Askin said it's preferable that a nomination come from the public, but if members are aware of specific sites, staff can reach out to individual owners. Mr. Jarosz suggested using technology, such as QR codes, to reach more individuals. To do that, the office would need an intern that can create websites.

   13. Updates and announcements.

Minutes note: Mr. Tim Askin said the office got a follow-up grant to place two historically black churches (Calvary and St. Ben) on the National Historic Register; one being Baptist and one being Catholic. Both churches are happy with the designation. So far there are no nominations for the Cream of the Cream City awards. The ceremony is planned for May 30th. Mr. Jarosz said he has some workshops this month, one at Taliesin on the 25th. Meeting adjourned: 3:46 P.M. Linda M.
