   2. Review and approval of the minutes from the October 10, 2024 meeting.

   3. Appearances from the ACLU and MPD relating to working with the CCC.

Minutes note: Hannah Schwarz, Staff Attorney, for the ACLU present as well as James Lewis, Risk Manager, for the Milwaukee Police Department. Ms. Schwarz is concerned with the difficulty trying to get hold of this body as the Staff Assistant won't release the chair's personal e-mail. The Staff Assistant is, however, willing to forward any e-mails. The ACLU is in mediation, which is confidential. The city has issued an RFP for a new consultant. Mr. Lewis said they have received over 100 applications to replace the community relations manager with a number of good applicants with the hope that this person will start in January 2026. Officers have been documenting who referrals can be made to, which includes the Dept. of Public Works, Health Dept, Violence Interrupters, etc. and they have been tracking those referrals. The Community Oriented Plan is currently in draft form and has incorporated what some other cities have been doing. They are working on changing the culture, rather than merely tracking numbers, and how officers respond. Mr. Baack hopes that once the position is filled regular meetings can begin again. Mr. Lewis will send the current draft to the Staff Assistant, who will forward it to all members. He doesn't want to become deeply involved before this person is hired as community relations isn't his wheelhouse. Chair Hamilton noted that this body can also assist in involving the community. Ms. Rivera was concerned that things stop once someone leaves, rather than someone else picking up the work. He sees things as being delayed, not stopped. In 2024, there were 200 referrals and 289 so far at the end of September 2025. There are inherent issues with MPD following up on what other city departments do. It seems to Ms. Rivera that the CPU teams are already doing a chunk of that work and it might lead to more efficiencies. Mr. Lewis thought CPU might be part of a plan, but not the entire plan; Ms. Rivera disagreed and thought the officer should work with the CPU and track these referrals. Maybe not for all of them, but for many of them. Mr. Lewis is willing to have a meeting the first or second week in December to go through the draft plan.
