| 0 | 4 | Resolution | Substitute resolution relating to certification of ambulance service providers for the City emergency medical service system
Minutes note: Asst. Chief Hensley presented applications for four providers:
Two of them have made history of, two of them being repeat customers. Bell and Curtis have been amazing partners throughout this journey, especially the last few years where we've had issues with other providers leaving the city; they have applied for a full Transport provider which we would recommend approval of their certification to continue the stabilization of our system.
Event Solutions is a returning provider that, covers a lot of the special events. They have worked under contract with American Family Field and Summer Fest grounds as a limited transport provider. Their efforts help take off a little bit of pressure of the system. We recommend approval as a limited provider.
Also Superior Ambulance, last year applied for full transport provider and our recommendation at that time was to allow more time to show their capabilities, as partners within the system and to be able to handle the call volume that they would have to be a part of in order to be in a full service provider mode.
The plan was for them to get limited provider access which because they have a contract with the Mental Health Emergency Center at the mental health facility and that they were having troubles just transporting the patients that were out of there. the new dispatch system did not come live until October 1st. in which time, they did not have much data for us to show for relative to their readiness to being a table partner within a system.
Our recommendation is to approve them as a limited provider, so we can work on seeing where they would be at as a company.
Dr. Weston asked was there a private provider report to review all the metrics, to which Chief Hensley said that
what they had put together was not accurate given the new CAT system completely destroyed all of the formulas. Dr. Weston said that from the perspective of Bell and Curtis he has no concerns in maintaining Superior status.
The only question with Event Medical Solutions, in transporting from venues, is it only Summer Fest or is it any venues that Event Medical Solutions works, continues Dr. Weston. Are they following the standard of care in the county.
Mr. Birmingham (Event Medical Solutions) said that they are ready to follow any required protocol to be in accordance to OEM guidelines, they meet with the fire department annually and it's definitely a topic that needs to be cover at the annual meeting with them.
Dr. Weston asked if it would be appropriate to approve the providers with the stipulation that MFD and their medical direction will outline the details of what guidelines they follow, what hospitals they transport to and such.
Mr. Fleming (long standing member of the board) said that, he would be comfortable with Event Medical Solutions making an oral commitment now to work with the fire department to answer these questions.
With the increasing reliance and necessity for interoperability and unification of command, we know that we are seeing more mass casualty incidents than we ever have in our history.
MFD Chief Lispki said that we know that the threat of bad actors terrorist activity at large assembly gatherings is greater than ever. I would want to ensure as part of what we're talking about moving forward that we are all on the same page for what's going to happen when a mass casualty occurs and how we are all going to be inter operating in that environment, which I have full confidence can happen.
Mr. Jurecki (Bell) said that with the increasing reliance and necessity for interoperability and unification of command, we know that we are seeing more mass casualty incidents than we ever have in our history.
If I may, while you've been talking about this, I scanned through 7515, section 24 under special events, item E says, unless specifically waived, all BLS and ALS services provided at a special event shall be in accordance with Milwaukee County Office of Emergency Management, Emergency Medical Service Standards of Care.
it's just not clear because we haven't really done this that much in the past.
Chair Spiker said if MFD, Event Medical Solutions and Dr. Weston's team could meet to make sure this is all crystal clear before it goes live, and as Mr. Fleming says, a verbal commitment to that, given that we have in the language of the ordinance itself the requirement just to make sure it's implemented.
Chief Hensley said that they can definitely arranged.
Mr. Raasch (LRB) said that he will prepare a SUBSTITUTE resolution clarifying that Bell and Curtis as certified providers and Event Medical Solutions and Superior, as limited providers. This Sub will be presented at the next public safety and health committee meeting of December 5, as they approve the resolution file.
Member Fleming, moved approval as amended.

| | | | 5. Private Provider Report
Minutes note: Chief Hensley said that, the formulas and information they had put together was given issues in the new CAT system which completely destroyed all of the formulas. Chief Hensley hoped that in the next couple of weeks they can generate a report and send to members.
Mr. Fleming welcome that, but also wanted to ask the fire department, anecdotally, are there any concerns that they have noted?
Chief Hensley said Bell and Curtis have been great handling all the runs, and our turn back issue is pretty nonexistent at this time. Bell has really stepped up and been handling a lot of those calls. Curtis, as well, has been doing a good job and getting their staff ready to handle everything; So our system has been pretty stable.

| | | | 6. Updates on the EMS system
Minutes note: Chief Hensley said that they have been in the process of moving quite a bit of our med units around and also with the addition of another med unit coming into service at the beginning of January; they've moved around to try and distribute the load of our run volume and to try and take some of the pressure off some of our busier med units and to address where all those runs are going.
This change gives much better coverage as far as response times.
Obviously we have to put them in houses that are already in service and going.
But one of the big moves on the south side, we moved a couple of our med units around. 17 med 17 have moved back to 13th and Layton.
Med 15, which is over on Chase and Euclid, is going to be moving to station 31 when that reopens early January, which is going to help take a little bit of pressure off in that area over by 26s.
And then Med 14, will be move out of West Milwaukee.
We're going to put that over back by Station 10 on 56 in Oklahoma; the other med unit moves are all on the north side.
Our new additional med unit is going to be going to Station 28, which is on 30th and Clyburn.
