Zamarripa said that this application was scheduled due an objection on file, neighborhood complaints and that Ald. Spiker is here to testify. Ald. Spiker explained that the complaints are about the food truck not being moved regularly, that there was a trailer with flat tires parked semi permanently at a location where the applicant has no occupancy, that they sell micheladas, that they employ a minor, that the food truck was plugged to an extension cord coming from the same building and that they are using the building as well. He added that DNS is not here to testify but that there is a DNS communication on file. Mr. Pasillas Cabral said that they do not sell alcohol and that the minor is her niece who works four hours on weekends. Individuals in Opposition: Eldricht Hill – Parking Enforcement Manager/DPW said that they have issued 12 citations for this vehicle dating from 2024, 7 citations have been issued in 2026 with 2 of these being warnings. He added that the truck was cited and placarded on April 28, 2026 and towed on May 1, 2026 due to failure to comply with the placard. He added that last contact with this vehicle was on May 7, 2026 at 2:21 am when it was placarded and warned again. He also said that since January 2025, they responded to 19 complaints at this location with 9 complaints specifically related to this vehicle and that in 2026, they have responded to 10 complaints at this location with 6 being directly related to this vehicle. He added that the citations are from illegal parking, parking on the sidewalk area, unregistered vehicle, ineligibility for overnight parking and parked more than 24 hours. Mr. Hill said that there is a pending balance of $640.00 Mr. Cabral said that he will pay the pending balance. Courtney Langosch – MHD – said that there is no MHD objection at this time, that she was not able to confirm that a minor was working there and per ordinance no children under 12 years can work at food trucks for safety issues. She added that during her visit on April 28, 2026, she saw a vehicle pulling in to pick up two large clear cups with what she thinks was michelada mix but she was unable to verify. Ald. Burgelis asked Ms. Langosch if she checked the garbage. Ms. Langosch said that she did not. Ald. Zamarripa asked why the applicant does not know that she has a pending citations. Mr. Hill said that the citations were not mailed out, that they were posted on the vehicle or given to the operator. Ald. Spiker said that he supports food trucks and that we are here for the parking situation. Ald. Zamarripa said that the vehicle was placarded twice, that there are multiple citations issued to this applicant with a pending balance still. She added that the applicant did not reach out to her as requested at the last hearing. She also said that the applicant has the food truck brochure in Spanish moving forward but that she is obligated to grant with a 10 (ten) day suspension. Ald. Zamarripa moved approval with a 10 (ten) day suspension based upon the preponderance of the evidence in the aldermanic testimony, applicant and City Departments testimony that demonstrates the operation results in a threat to health, safety or welfare of the public for the illegal parking, pending citations and failure to comply with the approved plan of operations. (Expired 5/12/2026) The applicant was present and represented by Atty. Gimbel. Riley Andrews – Director of Operations/Papertable Co. was present as well. Atty. Gimbel said that they were here two years ago and adopted a proposal on how to deal traffic patterns on both sides of the street, with parking guidelines being followed up for the past 2 years. He added that Papertable Co. (building owner) just found out that there were objections on file when they filed a sidewalk dining license application and that it was withdrawn in order to discuss the issues with Ald. Bauman. He added that for the first time, Ald. Bauman suggested some solutions on the hallway that they have not had a chance to consider yet. He said that the valet drivers are also causing a problem there and recognized that some drivers park on the loading zones areas for longer periods. Ald. Bauman said that the business model creates significant parking issues with most of the business being for delivery. He said that he has seen vehicles double parked on both sides of street, with engines running and doors open while the drivers pick up food from there, that there is a parking chaos, that the street has been blocked up even at lunch time when there are no valet drivers operating. He added that he has Papertable know that he is in opposition of any license until this matter is resolved and that the current plan is not working. He also clarified that loading zones are not exclusive and are available to anyone to load and unload. Individuals in objection: Matthew PagenKopf – (Luxury Valet employee) said that this business has created an unsafe environment for him and his valet coworkers, he added that a delivery driver with no license plates pulled out a gun to him to intimidate him. He also said that drivers even block the street. Ricky Lea (Manages Luxury Valet on Milwaukee St.) – said that delivery trucks cannot use the loading zones because they are taken by the delivery drivers for longer periods. He added that he understands that everybody needs to make money but that restaurant customers cannot use the loading zones because of the delivery drivers. Ricky recognized that Martha (Papertable traffic monitor) is out there frequently. Ald. Bauman asked the witness how many vehicles pull out on a regular night. The witness said that about a hundred. Marts Hemminger – 718 N Milwaukee St/Carnevor – said that he has a letter from all the businesses on the block and that this location is not a good fit for this type of business. He added that he supports the idea to new solutions and that delivery drivers have not license plates, push the horn and stay longer periods. Heidi Meier - 741 N Milwaukee St #503 – said that she lives in the south of the building where the Papertable kitchen is, and that the smell is unbearable the entire day and night. She also said that she has lived there since 2001, that they cannot longer use their balconies neither open the windows day/night to get fresh air into their condominiums. She added that she is here representing the condominium’s board and that they do not support the renewal. John Tysen – 715 N Milwaukee St - said that he has operated his barber shop for 12 years now and that things were manageable with the valet companies prior Papertable's arrival. He added that he just spoke to Riley and he was told that Martha is oversighting the parking situation. He also said that he wants businesses to succeed but the plan is unsustainable and that an accident is waiting to happen. Individuals in support: David Cohn – 1108 N Milwaukee #261 – said that it is a very complicated operation with many parties involved and that he talked to the Papertable owners last week about solutions like to ban unlicensed drivers. He added that he is not opposing to this particular license but to the whole Papertable operation. The applicant said that he started his business a year ago, that he has 20 employees, that his license expired last week and that he has been closed since then. He said that most of his business is for delivery and that he decided to close down just to sort this situation out. He added that they are not different from a Domino’s Pizza operation, that Papertable invested in a locker technology and that they are looking for a solution for this matter which is not under his control. Riley Andrews – Director of Operations/Papertable Table – offered a presentation to committee members and said that they have seen changes on the street with more valet parking stations, that other businesses are also using delivery partners’ services and that there is an increase of business activities after the pandemic. She added that there is a large documentation of different parking situations to prove that they are addressing issues and that they submit complaints to the third party delivery companies. She said that they are working on a GEO fencing around the facility to prevent drivers from sitting around for another order. She also said that they have been taking the loss because they are not taking more applicants until a solution is reached. Ald. Zamarripa asked how they want to have more tenants if with three businesses they have these problems. Martha Salazar – Parking Monitor – said that they see problems with delivery drivers, that they talk to them and most of them listen, that they also file complaints with the delivery parties and call parking enforcement but they do not come soon enough. She added that it is easier when the valet parking is not operating and that the cones placed on the street are also creating a problem with patrons double parked waiting for the valet service. Ald. Bauman said that the plan from two years ago is not working and that Ald. Zamarripa’s suggestion about hiring food runners is a good idea. He added that this company does not want to hire a local manager, that he does not think that Ms. Andrews can manage +30 locations nationwide remotely and that it seems that the company does not want to invest in human resources. He asked the committee to deny this license in order to get some attention. Atty. Gimbel said that this business should not being taken as a hostage and that Papertable should be working on the solutions. Ald. Jackson moved approval with a warning letter and said that this model business is unsustainable and that he cannot imagine the problem with a total of 19 businesses there. (Prevailed 3-2)

Individuals in objection: Herzon Lopez – 532/534 N Water St - said that he has sent videos where the committee can see numerous altercations, street blockage, all types of things with MPD presence or not. He added that there is a pattern of nuisances and disturbances, noise late at night, large groups intoxicated crossing the street with impacts to his property, that his tenants have moved out due same issues and that the committee is aware now of what is going on here. Ms. Lopez from the License Division said that they received 50 videos. Atty. Ovbiagele asked Mr. Lopez if he is involved in two lawsuits against his client. Mr. Lopez said that he is. Mr. Cooney/License Division Manager noted that there is a staff error with this application and that Ms. Washington should be the agent listed instead and that everything else sent with the notice should be ok. Individuals in support: Theron Rogers – said that he is the Security Operations Manager at City Social with 10 years of experience, that City Social is a good client, that customers are approached holistically and that they train the staff as well. Eddie Sylus (Co-owner of the Security Company)|– said that the agent always make sure that they have the tools to provide security services and that they do it for almost the entire block as a part of the agent’s strategy. James Gilder (Bar Manager at City Social) 534 N Water St – said that they do their best as bartenders and servers to not over serve patrons and that the agent is very meticulous. He added that he is a tenant of the Lopez’s family, that he lives on the second floor and that he and Ms. Washington have been there at night and can’t hear anything even at 2am, that most of the noise comes from day time with vehicles on the street and garbage collection at the back of the building. He also said that he does not know what the issue between the parts is. Samantha Baker – 518/522 N Water St – said that she is the owner of the building two doors down since August 2024 with 7 residential units, that she fills the units within 60 days maximum and that she does not see any of the issues with City Social that the other neighbors say they do.
