Ald. Bauman said that this matter is more appropriate for a special privilege than a special event.
Mr. Washington - DPW - said that the requested location is not a public right of way so it cannot be considered as special event/special privilege and that Public Works would not authorize "port-o-potty" there.
Ald. Zamarripa suggested to hold this item since the Public Safety and Health Committee meeting for tomorrow will hear the file 220913 (Communication from various agencies relating to ensuring a Housing First approach to the un housed in the City of Milwaukee) because she thinks that this is a matter of public and health safety as well. She also said that different agencies are invited to participate and that it will be a great chance to start a conversation.
Ald. Brostoff moved to hold the file to the call of the chair with the expectation that it will be discussed tomorrow and that a determination will be made by December 13th, 2022. (Prevailed 4-1)

Minutes note: Ald. Spiker was at the meeting saying that his appearance was prompted by the calls received in regards of potholes, leaves and ice/snow.
Ms. Rodiguez - DPW Operations- said that the vacancy rate is at 25% and that ice/snow operation is a priority for PW when it hits. She added that the other services adjusts to a level that it can take a little longer to be addressed and that those delays are always announced to the public (like garbage collection, potholes, etc). She also said that the staffing level has impacted the way that they are delivering services across the city.
Rick Meyers - Sanitation Services Manager - said that the parking still an issue for the leaves collection.
Ald. Spiker said that he is concerned that a snow storm comes and that those piles of leaves are on the way still.
Ald. Stamper asked Mr. Meyers if he is aware of the piles on each district.
Mr. Meyer said that he is aware and that there is some information and a map (routes) on the leaves web page and that the pick up collection was extended to November 22, 2022.

Minutes note: Mr. Kevin Muhs - DPW provided the following report:
-Fully completed those pinned down bump outs placed on some medians (placed on top of the road's surface) across the city despite the supply issues with the signage brackets.
-There are four similar efforts that will be completed on late spring of 2023.
-The concrete work around 8 school across the city has been delayed (pavement markings and signage have been completed) due concrete related supply challenges. This work will be also completed on the spring of 2023.
-The concrete work related TID 85 - is complete and working on landscaping details.
-Other TID work like Midtown and Stadium Business District will go next year.
-Speed humps: The fourth contract went out and that there are 13 speed humps left to do (excepted to be done on the next couple of weeks).
-The speed hump money from ARPA will be taken care of before the end of the calendar year.
