Minutes note: Rick Koffarnus, HACM’s Finance Director, and Kazoua Xiong, Financial System Analyst, presented the Fourth Quarter 2023 Financials provided with the agenda. Commissioners discussed administrative fees and other items in the report that would not be recognized in the 2023 financials. Minutes note: Ken Barbeau, HACM’s Chief Operation Officer – Program Services, and Jackie Martinez, Section 8 Program Director, reported on the Section 8 Voucher Utilization metrics summarizing the documents provided with the agenda. Ms. Martinez noted that HUD has stopped issuing additional emergency vouchers, but RAP is maintaining the existing emergency vouchers. Currently, RAP has 900 families searching for units. They can use the platform Affordablehousing.com as a tool to connect with participating landlords.
Greg Anderson, Travaux’s Vice President of Asset Management, summarized the Recovery Plan Monthly Update included with the agenda. Mr. Anderson also stated that, per the Commissioners’ request, staff has provided additional reports with information about the history of work orders submitted by residents, including a timeline of completion. Commissioner VandeBerg requested that the number of units be added to each development in the work order reports.
Willie L. Hines, Jr., HACM’s Secretary-Executive Director, mentioned a number of actions either completed or currently underway as part of HUD’s recent audit recommendations, such as the RFP for the Housing Choice Voucher Program, the full implementation of Yardi across the organization, and the Monthly Recovery Report Data, which provides a history of HACM’s progress and compliance.
Mr. Hines asked for a moment of silence to honor Antonio (Tony) Pérez, the former Secretary-Executive Director for the Housing Authority, who passed away on January 30th. After honoring Mr. Pérez’s 22 years of service to HACM’s residents and community, Mr. Hines concluded his report.
Commissioner VandeBerg noted her interest in seeing more of the reports that are being generated from Yardi and its capabilities in other reporting mechanisms. Commissioner VandeBerg also would like to see quarterly updates on the continued integration of Yardi. Fernando Aniban, HACM’s Assistant Secretary, confirmed that HACM is in the process of implementing reports on the financial and operational side in Yardi, with a full organizational transition in 2025.
