She says that she has not seen any changes since new management has taken over. Ms. Moore says that Project Respect was never contacted by the applicant. Mr. Harris says that he attended two Project Respect meetings, but Ms. Moore says that when he attended, Mr. Harris was protesting the business. Mr. Harris said he was interested in getting rid of the former owner, not the store. Ms. Moore says that the store has been devastating to the community for a long time and that there is nothing healthy in the store. Alice Van, 2653 N. 22nd St., mother of the April shooting victim. She says that the applicant was at the side of the previous owner, her husband at the time of the shooting, although now she is saying that she will be a different owner. She says the beer license causes a lot of traffic in and out of the store. Ald. Zielinski asks if the negativity has decreased since the beer license has been expired, and Ms. Van says yes. Mr. Harris says that the establishment has not been consistently open since it closed in April. It has been open one or two days a week for the last two months. Mark Jenkins, 2653 N. 22nd St., stepfather of the girl that was shot in April at the store. He says that he will not patronize the store and that he would not like the store to have a beer license. Reverend Richard Loggins, 2634 N. 23rd St., representing Greater New Birth Church. He says that the store has always had a lot of people hanging around, particularly in the summertime. He says that if the store didn't have a liquor license, he believes the loitering would be reduced. Neighborhood supporters present: Ernest Davis, 2640 N. 24th St., worker at the store. He says that people run in the store trying to avoid the police, but the store workers will ask them to leave. He thinks the hanging out is not due to the availibilty of beer. Donna Hill, 2601 N. 24th St., doesn't think the loitering is due to the beer license. She thinks that the loitering happens at all corner stores and that congregating is something that young people do. Scott Hill, 1917 N. 27th St., says he has friends and relatives in the neighborhood and spends time there. He is in support of the license. Karen Hans, 3225 S. 84th St., daughter of the applicant, works at the location. She says that she tries to tell men to leave from the front of the store, but they say that the store is their store. She also says the store has a camera and that the workers at the store will call the police. Mr. Runner says that the alderman's office would prefer that the store stay open without a beer license, but Ald. Hines leaves the decision up to the committee. Ald. Coggs moves to deny the license based on neighborhood objections. The applicant says she is willing to withdraw the application until a later date. Ald. Kovac moves to accept the withdrawal of the application. Prevailed 5-0.

Minutes note: 12 MOLINARI, Rafael, Class “B” Tavern and Tavern Dance renewal applications with change of hours for “La Borinquena” at 1503 W. Arthur Avenue. (expired 11/08/08) Special Letter Atty. Richard J. Smith at the table with the applicant. Ald. Witkowiak and Legislative Aide Michael McGuire also at the table. Neighborhood objectors present: Karen Schmear, 1436 W. Arthur Ave., lives across the street from the bar. She says the bar has been a constant source of noise, including screeching of tires, loud music and loud talking from patrons after the bar closes. Chester Schmear, 1436 W. Arthur Ave., says that when he and his wife moved there five years ago, the bar had a different owner, but the tavern has always been a problem. Mr. Schmear says that his father owned a tavern and bowling alley, and he didn't witness the kinds of noise problems at his father's establishments. So he doesn't believe that the problems that occur at the establishment have to happen at alcohol establishments. Andrew Legault, 1437 W. Arthur Ave., says that the noise in the neighborhood is getting worse. He has to pick up trash out of his yard three or four times a week. He says that the trash has improved since the bar closed. Dawn Palma, 2487 S. 15th St., says that people urinate in front of her house and beer bottles are thrown over the wall in front of her house. Ms. Palma says that at least twice during the time that the bar was supposed to be closed people could be seen in the bar. She did not call the police when she saw this because she says that she has been threatened by the patrons of the bar for trying to get it closed. Kevin Sinnen, 1436 W. Arthur Ave., has lived in the area since January of 2008. He is opposed to the license. Mr. Sinnen says that Friday nights and Saturday nights are the problem nights with screaming and yelling outside the bar. Mr. Smith asks if Mr. Sinnen has seen any cars parked outside of the bar Toni Sinnen, 1436 W. Arthur Ave., has the same complaints as her husband. She is still woken up by the noise even though there is soundproofing in the part of the church parsonage where she lives. Supporters: Jose Rios, 2440 S. 14th St., a block away from the establishment. He says that he goes to the bar all the time. Mr. Rios says that he never sees the problems at the bar, but he has heard gunshots and heard squealing tires even when the bar is closed, so the bar shouldn't be blamed. He also says that the jukebox is on low volume in the bar. Mr. Smith asks if he has ever seen a fight at the bar. Mr. Rios says no. Barbara Hernandez, 3919 S. 76th St., used to live at 2581 S. 15th St., but recently moved out of the neighborhood. She says that she brought the DJ to the establishment on the weekends, but says that she told the DJ about the rules of the bar and helps the DJ get out of the bar by 2:30 a.m. Ms. Hernandez says that people over 25 go to the establishment and that she alerts the applicant to problems in the bar, which they take care of. Ines Perez, 2606 S. 13th St., has been going to the bar for three years and has not seen any problems. Sharon Herriges, 6425 S. Norwich Ave., Greenfield. She says that her daughter lives by the bar, and she says that she has never heard any loud music or seen any problems. She has been a patron there at times. Juan Herrejon, security officer for Central Protective Services, says that his company has taken over the security for the business and that there have not been any problems since they took over the security. Mr. Smith asks if anything has been confiscated by security at the bar, and Mr. Herrejon says no. Ald. Witkowiak says that he met with the applicant, but they did not discuss the issue of problems spilling out into the neighborhood. He says that the bar owners are good people and if the establishment were located on a commercial strip there probably would not be complaints. Ald. Witkowiak says that the establishment is on a corner in an area that is quiet and densely populated and that it does not fit in the neighborhood as it has been operated. Mr. Smith asks Mr. Molinari if anyone has ever been cited or arrested in the bar, and Mr. Molinari says no. Mr. Smith says that Mr. Molinari has operated the bar in a law-abiding way. Ald. Hamilton moves grant the renewal with a warning letter based on neighborhood testimony. Prevailed 2-1. (Ald. Bohl voting "no" and Alds. Zielinski and Kovac excused)
