   2. Review and approval of the minutes of the April 3rd meeting.

   3. Discussion and possible vote on the Crossover Center at 8700 W Brown Deer Rd.

Minutes note: Mr. Parris Hibbler present on this matter. He has a current location at 6901 and he provides after-school services and GED services. They are bringing resources and will be tailored to district 9 They will have a Saturday senior fitness program as a pop-up type of program, as well as tutoring Monday-Thursday from 5:30-7 p.m. partnering with Hope Christian School as well as another elementary school. The tutoring will be for students in grades 5-8 in reading and math, as well as offering a pick-up food pantry site on Tuesdays and Thursdays from 5-7. They are also working on building relationships to create employment opportunities in the areas of education, tech, healthcare and childcare as the main focus; they will offer free training to become a Certified Nursing Assistant. They have partnered with a security company and created a SOP for the building. They will have a security guard on-site during all hours of operation and exterior cameras. Mr. Hibbler is the leasee, not the owner and there are some steps the owner has to take for the building for city approval. The building is 8634 and is right behind K&G Fashion and will be the lower floor of the building. Staff will be trained in CPR and they will have AED units in the building. They expect to start operations the first week of July. Currently the building has no operating heating/cooling system and there are boarded-up windows. These repairs need to be done by the owner. Mr. Hibbler said the owner will be take care of these items, but they have not been done as of yet. Ms. Duckworth does want to ensure that things are moving forward and that the news doesn't get out about this new business, but then it doesn't happen. Mr. Hibbler is seeking the GAC's support and any assistance they can provide. Ms. Duckworth moved for support. There were no objections. Ms. Duckworth would like the building owner on the June agenda.

   4. Communication from the Dept. of City Development on the status of the former Northridge Mall.

Minutes note: Tanya Fonseca, Benji Timm and Kyle Gast present on this item. Mr. Timm said the city foreclosed on the remaining 3 Northridge properties on January 26th, which included 3 structures and 58 acres of land. Security services around the property are there 24/7 and will be there through asbestos abatement and demolition. There is a lot of asbestos in the buildings as they were built in 1971 and 1972. Currently a perimeter fence is being installed, which is about a mile in length. There were no break-ins in April. One of steps that is part of the demolition is breaking up the conjoined utilities so all the property owners have their own access. Demolition of the Boston Store has begun and is 80% complete with a 90% recycling rate. The only thing that cannot be recycled is the roof as that contained asbestos. There are still legal cases pending in court. Over the next 1-2 years, public bids will be open for work with the intention of having the site cleared and ready for redevelopment in the fall of 2025. There is an online web site that is updated on what is happening at the site. Mr. Gast talked about the web sites that the public can engage with the city. The address is www.engage.milwaukee.gov/northridge. Over the years, the area was proposed for residential, industrial or retail space. The city is remaining flexible as new opportunities to present themselves and it's exciting that the city now controls the site, rather than being theoretical discussions. Mr. Dodds noted the Northridge Mall has been a problem for a number of years. The Chair agreed and looks forward to having additional meetings. She would love to see some community space available, particularly for children. Security does patrol the site daily and the public seems to be steering clear of the site and not vandalizing it. Dr. Brookshire would also like to see more services offered at the site for children and families. There will be a public meeting in July to listen to residents' concerns and update the community. There are union picketers on site because HM Brandt, the company doing the demolition, is not a union company.

   5. Comparison of aldermanic district 9 following the 2022 redistricting.

Minutes note: Mr. Jeff Osterman, Legislative Reference Bureau, said some land was gained on the west and lost on the east. Per Ald. Taylor, on the west, the district picked up a restaurant and a Sam's club by going south to Good Hope Rd. from Calumet and going further west, to 124th St. On the east, the district lost a Sentry store and the state forest.

Minutes note: The Chair is concerned with a location that has a large amount of trash;. Ald Taylor noted they are fairly new owners and it is on the market to be sold. Marty Wahl is concerned about trees being proposed to be cut down at the YMCA on 92nd. Ald. Taylor noted this project is currently on hold. Ms. Duckworth would like this added to a future agenda for an update. Ald. Taylor noted that many projects move slower than the city would like and began prior to her becoming a Council member. Ms. Duckworth would like an update as it's been about a year since the last update.
