Minutes note: Appeared Wesley Bentil Staff Andrew Stern - Confirmed that the completed project involving window installations and stucco repair was already approved. Mr. Bentil raised a new issue regarding the need to redo a porch and porch rail by July. Mr. Starn agreed to collaborate and requested Mr. Bantil to follow up via phone or email. The commission voted unanimously to adopt the staff-approved COA.

Minutes note: Appeared Shannon Brennan Andrew Stern explain this a fairly extensive renovation project. A comprehensive exterior renovation for a gabled L house built circa 1878 in the Brewers Hill Historic District. (Siding, Windows, Deck and Basement) Siding: Removing replacement asphalt siding to expose historic clapboard. The plan involves sheathing the house with a weather-resistant barrier and reapplying salvageable clapboard while replacing damaged sections with matching wood profiles. Windows: Rehabilitating 10 historic windows, replacing one failing replacement window and one severely deteriorated historic window with solid wood matches. Two new windows and French doors will be added to a rear section not visible from the public right-of-way. Deck and Basement: Demolishing a non-historic exterior stairway to the basement and replacing it with a new 9x19 foot cedar-tone pressure treated wood deck. A Bilco-style cellar door will be installed for basement access to address water intrusion. Commission Advice: Commissioners suggested that the owners consult with Aker Millwork for high-quality storm windows and cautioned about the thickness of new sheathing affecting historic trim details. There was also a detailed discussion on maintaining proper insulation and vapor barriers to prevent mold in an old structure. Exterior Changes: The project focuses on the parking lot, including the addition of 11 new trees and 55 shrubs to meet modern landscaping standards. ATM and Signage: A new freestanding drive-up ATM with a brick veneer and a small canopy will be installed in the parking lot. The commission requested that the building signage be tweaked to fit properly within existing projecting brick frames. Preservation Details: Staff requested that the original terracotta surrounds for awning hooks on the Mitchell Street facade be preserved. Commissioners emphasized that the storefront windows must remain clear glass without opaque clings or tinting, ensuring visibility into the customer waiting area.
