Minutes note: After the Pledge of Allegiance and Roll Call, the Chair asked for a motion to adopt the December 18, 2025 Meeting Minutes. Hearing no corrections or objections, the minutes were adopted by consensus. Mr. Misky reported that for today’s public hearing regarding a grant application, the required notice was published in the Daily Reporter on December 29th.

   4. Resolution relative to application, acceptance, and funding of brownfield grant applications to the USEPA for assessment and cleanup of various brownfields throughout the City of Milwaukee.

Minutes note: Mat Reimer of the Environmental Team introduced the item. The Authority is proposing to apply for two USEPA Brownfield grants including $500K for assessment and $4M for a cleanup grant for 201 W. Oklahoma Avenue. The City foreclosed on the 3-acre site in the Fall of 2025. The 61K square foot building and surrounding soils are saturated with heavy metals, chlorinated volatile organic compounds, and PCBs. The remedial strategy is demolition, excavation, in situ treatment, and capping. Commissioner Jones asked about the site and the holding costs to the Authority now that the City owns the property. Mr. Reimer stated the USEPA application requires the property to be owned by the local municipality which necessitated the City to foreclose on the property and the holding costs are vey limited. The Authority recently installed a fenced gate at the entrance for $2,000. Commissioner Smith moved for adoption of the resolution and it carried by a vote of 7 ayes - 0 nays. Adopted resolution is No. 10061.
