   2. Review and approval of the minutes of the July 2nd meeting.

   3. Discussion and possible vote on DBB Auto Sales at 7933 N. 73rd St.

Minutes note: Mr. Zhaohui Liang said they are filling a body shop niche. The existing property was a former car shop. They will be appointment-only and will not accepting drive-in business. There are three of them opening this business. Dr. Brookshire moved for approval, seconded by Ms. Upshaw. There were no objections.

   4. Discussion and possible vote on Next Level Auto at 9334 N 107th St.

Minutes note: Ryan, the owner, said they recently applied with the city to add used cars as well, which is a change in zoning. Mr. Erdmann suggested tabling this next month for the used-car portion of it. There were no objections.

   5. Discussion and possible vote on H2FLO, LLC at 5600 W. Florist Ave.

Minutes note: Ald. Taylor and the chair toured this facility yesterday. Atty. Krissy Atterholt present on this matter and said this facility cleans water prior to sending it on to MMSD. They previously had a local site and intend to move into this currently vacant building. They will be doing building upgrades and sign a 15-year lease with the nearest residence being 990 feet away and winds don't tend to blow into the residential area. There will be 15-20 deliveries per day between 6 am and 6 pm, with a few weekend hours. They will have cameras and secured gates. Mr. Erdmann asked about the close school with noxious smells and increased semi traffic. Robert Bruno said the Dept. of Neighborhood Services has never issued them a warning about fumes or release of materials. They will be adding about two trucks per hour on the street and the Dept. of Public Works wasn't concerned about any increased traffic. Mr. Bruno said they are happy to address any concerns or issues and they want to be a good neighbor. Ms. Stephanie Harling, BID Director, said that two semi-tankers going down 60th Street every hour would be an issue. Mr. Bruno said the tankers are owned by H2OFLO and they are happy to make sure their drivers and their contracted drivers know what streets to take and not to take. Ms. Harling noted other enzyme businesses have had to add additional filters for noxious odors, which did increase the businesses' costs. Mr. Erdmann moved to decline based upon the residential neighborhood, the location of the school and the increased semi traffic, seconded by Dr. Brookshire. There were no objections.

   6. Discussion and possible vote on Kingdom Faith Fellowship Church project at 11919 W. Bradley Rd.

Minutes note: Dr. Robert Randolph present on this item. Marquees Morgan said the church purchased a site with 13 acres of land which will be proposed for senior housing and memory care units. They are considering where to place these units, with a proposed 75-85 units. The project will be a townhouse style, with each unit having its own private entry. The demographic will be 55 and over, with a mix of market-rate and lower-income housing. They are here to get feedback on their initial idea, which will model Parkway Village. The existing church is currently active and will be renovated as part of Phase II (Phase I focus will be the housing). Some of the housing will be supportive, such as for mothers in need. Ms. Upshaw would like to see some housing for single fathers and she asked if that could be included at some point; Mr. Morgan said that could be incorporated in one of the Phases. Ms. Upshaw said the biggest need for single fathers is for housing; there are a lot of dads with custody of their children. The church is definitely supportive of that. Mr. Erdmann moved, seconded by Ms. Upshaw, for approval. There were no objections.
