Minutes note: The following motion by Ald. Murphy is approved.
Whereas, The Governor's proposed state budget includes a significant reduction in state shared revenue for the City of Milwaukee for 2003; and
Whereas, It is in the best interest of the City of Milwaukee and its taxpayers to reduce certain authorized expenditures within the 2002 Adopted City Budget to better position the City for 2003; and
Whereas, The Common Council's Finance and Personnel Committee has the authority pursuant to the City Charter to review and approve requests from City departments to fill vacant positions; and
Whereas, Personnel related costs account for more than 80% of the annual City budget; now, therefore
It is moved, By the Finance and Personnel Committee, that a citywide hiring freeze is hereby implemented for the 3-month time period March 26 – June 30, 2002; and
It is further moved, That only grant funded positions, seasonal laborers and other positions that have been officially designated by the Finance and Personnel Committee as exempt from its vacancy review and approval process, as set forth in the attachment from the Budget and Management Division-Department of Administration's City Budget Preparation Manual, shall be exempt from this citywide hiring freeze; and
It is further moved, That firefighter and police officer recruit classes shall be exempt from the citywide hiring freeze; and
It is further moved, That for the duration of this freeze, the Finance and Personnel Committee, at the discretion of the Finance Chair, may consider requests to fill only those positions which meet the "Criteria for Classifying a Position Vacancy as Critical," as attached to this file; and
It is further moved, That the Finance and Personnel Committee shall review and evaluate the need to extend or amend the freeze prior to June 30, 2002. | HELD TO CALL OF THE CHAIR | Pass | 5:0 |
