Title

Substitute resolution authorizing an additional expenditure of $30,000 from the 2011 Healthy Neighborhoods Initiative capital account for the Healthy Neighborhoods Foreclosure Outreach Counselor.

Analysis

This substitute resolution authorizes an additional expenditure from the 2011 Healthy Neighborhoods Initiative capital account to fund a Foreclosure Outreach Counselor assigned to the Healthy Neighborhood Initiative.

Body

Whereas, The 2011 City Budget includes $200,000 in general obligation borrowing and capital budget expenditures for the Healthy Neighborhoods Initiative (“Initiative”); and

 

Whereas, The Initiative is intended to engage property owners and neighborhood residents in the promotion, marketing and improvement of their neighborhoods; and

 

Whereas, Common Council File No. 101294 authorized expenditures to provide funding for eligible organizations and homeowners in the City of Milwaukee (“City”); and

 

Whereas, The housing foreclosure crisis has challenged the goals of the Initiative; and

 

Whereas, A Foreclosure Outreach Counselor assigned to the Initiative will strengthen neighborhoods and support homeownership and underpin its overall goals; and

 

Whereas, The Greater Milwaukee Foundation (“GMF”) has an ongoing financial commitment to the Initiative; and

 

Whereas, In 2010, the GMF provided a grant in the amount of $40,000 to the  Urban Economic Development Association (“UEDA”) to partially fund and monitor the work of a full-time, one-year Foreclosure Outreach Counselor (“Counselor”) to help mitigate the problem of foreclosures in the Nine Healthy Neighborhoods in the City; and

 

Whereas, The cost to fund the Counselor is $63,000 per year and to monitor the Counselor is $7,000 per year; and

 

Whereas, UEDA contracted with Select Milwaukee, a HUD-certified Home Buyer Counseling Agency, to employ the Counselor beginning December 1, 2010 for an annual cost of $63,000; and

 

Whereas, Funds from the GMF were exhausted by approximately July 1, 2011 and an additional $30,000 is required to monitor and fund the Counselor through November 30, 2011; and

 

Whereas, The Neighborhood Improvement Development Corporation (“NIDC”) administers the Initiative on behalf of the City; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that Initiative funding shall be available to support a Foreclosure Outreach Counselor monitored by UEDA and employed by Select Milwaukee and who is dedicated to serving the nine Healthy Neighborhoods; and, be it

 

Further Resolved, That on behalf of the City, NIDC shall enter into a Cooperation Agreement with UEDA outlining the terms and conditions for release of City funding; and, be it

 

Further Resolved, That the City Comptroller is directed to release $30,000 from the Healthy Neighborhoods Initiative Parent Account No. UR046110000 to UEDA to pay for monitoring and employing a Counselor dedicated to serving the nine Healthy Neighborhoods; and, be it

 

Further Resolved, That the City Comptroller, in conjunction with the Commissioner of City Development, is directed to establish the appropriate subaccounts as necessary to implement the intent of this resolution; and, be it

 

Further Resolved, That NIDC shall provide a report to the Common Council regarding the 2011 achievements of the Counselor no later than January 31, 2012; and, be it

 

Further Resolved, That all City officials, departments, boards and commissions are directed to provide all such assistance to carry out the intent and purposes of this resolution.
