Title:
Resolution relative to application, acceptance and funding of a Justice Assistance Grant Milwaukee Homicide Review Commission Strangulation Study grant.
Analysis:
This resolution authorizes the Milwaukee Police Department to apply for, accept and fund a JAG (Justice Assistance Grant) MHRC (Milwaukee Homicide Review Commission) Strangulation Study grant from the U.S. Department of Justice-Bureau of Justice Assistance, through the State of Wisconsin, Office of Justice Assistance in the amount of $50,000, with a city share of $0 and a grantor share of $50,000. The purpose of this project is to expand the MHRC’s domestic violence prevention work specifically relating to near fatal strangulation incidents.
Body:
Whereas, Under the terms of CFDA #16.738 the City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Justice-Bureau of Justice Assistance through the State of Wisconsin, Office of Justice Assistance; and

Whereas, The Milwaukee Police Department may continue to enter into an agreement with Dr. Mallory O’Brien as a consultant to monitor and track near fatal domestic violence reviews and prepare data analysis reports; and

Whereas, The Milwaukee Police Department may enter into an agreement with Dr. Kirsten Beyer as a consultant to assist with data analysis; and

Whereas, The operation of this grant from 04/01/11 to 3/31/12 would cost $50,000 of which (100%) would be provided by the grantor; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that application to the U.S. Department of Justice-Bureau of Justice Assistance through the State of Wisconsin, Office of Justice Assistance is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it
