Substitute resolution directing the Milwaukee Water Works, the Legislative Reference Bureau and the Department of City Development to prepare analyses relating to a water service agreement and requesting submission of a report by the Village of Greendale.

Analysis
This resolution initiates the process for evaluating water service requests by neighboring communities in response to a request from the Village of Greendale, an existing wholesale customer of Milwaukee Water Works. Greendale is seeking a commitment from Milwaukee Water Works for an enhanced level of water service, which would enable Greendale to reduce the cost of needed capital improvements to their water system.

Body
Whereas, The Village of Greendale has been a valued wholesale customer of Milwaukee Water Works since 1964 whose water supply agreement is in need of renewal and updating; and

Whereas, Modifications to the Milwaukee water distribution system have increased the water flow rate available at the connection points to Greendale’s distribution system; and

Whereas, Greendale is planning needed infrastructure improvements to their water system, the extent and expense of which can be reduced if Milwaukee Water Works commits to reserving capacity for Greendale over and above the typical commitment to a wholesale customer; and

Whereas, Greendale has requested that Milwaukee Water Works commit to this upgraded level of service, which if offered may not be withdrawn by Milwaukee, and such upgraded level of service would benefit Greendale by a reduction of the cost of infrastructure improvements; and

Whereas, The increase in service level requested by Greendale triggers an evaluation of the request under the requirements of Resolution File Number 080457; now, therefore, be it
