Title
Substitute resolution relating to cultural diversity training for Milwaukee police officers.
Analysis
This resolution requests the Chief of Police to continue the practice of providing cultural diversity training to Milwaukee police officers notwithstanding the repeal of the state legislation requiring such training throughout the state.
Body
Whereas, 2011 Wisconsin Act 29, effective June 30, 2011, repeals the requirement that state law enforcement officers receive cultural diversity training, including sensitivity toward racial and ethnic differences; and
 
Whereas, The Act repeals the requirement that this cultural diversity training be designed to prevent the use of race, racial profiling, racial stereo-typing or other race-based discrimination or selection as a basis for detaining, searching or arresting a person or for otherwise treating a person differently from persons of other races; and
 
Whereas, Cultural diversity training is a valuable and useful practice that can prevent and ensure that discriminatory procedures and practices do not exist; and
 
Whereas, The Police Department reports that it continues to conduct racial diversity training; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Common Council requests the Chief of Police continue the practice of cultural diversity training for Milwaukee police officers.
