Title
Substitute resolution relating to the collection of racial information at police traffic stops.
Analysis
This resolution requests the Chief of Police to continue the collection, analysis and use of racial information at police traffic stops despite the repeal of the state legislation requiring such information throughout the state.
Body
Whereas, 2011 Wisconsin Act 29, effective June 30, 2011, repeals the requirement that state law enforcement officers collect information on the race of individuals at traffic stops and submit this information to the Wisconsin Office of Justice Assistance; and

Whereas, The Act also repeals the requirement that the Wisconsin Office of Justice Assistance analyze the information submitted by law enforcement agencies to determine whether the number of motor vehicle stops and searches involving motor vehicles operated or occupied by members of a racial minority is disproportionate to the number of motor vehicle stops and searches involving motor vehicles operated or occupied solely by persons who are not members of a racial minority; and

Whereas, The collection and analysis of racial information at traffic stops is a valuable and useful management tool and can also aid in developing programs to ensure that discriminatory procedures and practices do not exist; and

Whereas, The Milwaukee Police Department reports that it continues to collect racial information at traffic stops for local management purposes; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Common Council requests the Chief of Police to continue to collect racial information at traffic stops, analyze the data and use the results to inform department management; and, be it

Further Resolved, That the Police Department report the results of this analysis to the Common Council on an annual basis beginning in January of 2...
