Title

Substitute resolution approving levying of assessments and construction of assessable public improvement projects at various locations and appropriating funds for these purposes with the City cost of these projects approved by this resolution is estimated to be $1,356,100 for a total estimated cost of $1,486,000.

Analysis

This resolution confirms the report of the Commissioner of Public Works, as modified by the Common Council Committee, on projects for which Public Hearings have been held.  The resolution authorizes the levying of special assessments and directs the installation and construction of said public improvements.  The City cost of these projects approved by this resolution is estimated to be $1,356,100.  The total estimated cost of these projects is $1,486,000.

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions, determining it necessary and in the public interest to construct and levy special assessments for the following improvements:

 

1st Aldermanic District

 

N. 29th St. - W. Ruby Ave. to W. Hampton Ave. (Traffic Circles at W. Glendale Ave. and W. Courtland Ave. intersections) (ST211110172) File Number 101270:  Install traffic calming circles.  (Assessable Reconstruction Paving Fund -- $17,400; Nonassessable Reconstruction Paving Fund -- $25,000).  The total estimated cost for this project including the requested amount is $50,000.  This project is anticipated to be completed during the 2011-2012 construction season.

 

3rd Aldermanic District

 

Alley between N. Cramer St., E. Hampshire St., E. Hartford Ave., and N. Oakland Ave. (ST212110106) File Number 110161:  Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, and storm drainage facilities where necessary.  (Assessable Alley Paving Fund -- $38,000; Nonassessable Alley Paving Fund -- $53,000).  The total estimated cost for this project including the requested amount is $100,000.  This project is anticipated to be completed during the 2011-2012 construction season.

 

4th Aldermanic District

 

W. McKinley Blvd. - N. 27th St. to N. 35th St. (ST211110104) File Number 090760:  Asphalt pavement resurfacing, replace curb and gutter, traffic calming speedhumps, sidewalk and driveway approaches where necessary, sodding ( 0 to 7 foot width of tree border area), and grading.  (Assessable Reconstruction Paving Fund -- $22,000; Nonassessable Reconstruction Paving Fund -- $550,000).  The total estimated cost for this project including the requested amount is $600,000.  This project is anticipated to be completed during the 2011 construction season.

 

5th Aldermanic District

 

W. Townsend St. - N. 76th St. to N. 82nd St. (ST211110134) File Number 101270:  Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding ( 7 foot width of tree border area), and grading.  (Assessable Reconstruction Paving Fund -- $19,000; Nonassessable Reconstruction Paving Fund -- $250,000).  The total estimated cost for this project including the requested amount is $300,000.  This project is anticipated to be completed during the 2011-2012 construction season.

 

N. 79th St. - W. Keefe Ave. to W. Nash St. (ST211110138) File Number 091129:  Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding ( 9 foot width of tree border area), and grading.  (Assessable Reconstruction Paving Fund -- $2,500; Nonassessable Reconstruction Paving Fund -- $50,000).  The total estimated cost for this project including the requested amount is $75,000.  This project is anticipated to be completed during the 2011-2012 construction season.

 

8th Aldermanic District

 

Alley between W. Branting Ln., W. Greenfield Ave., S. 35th St., and S. 36th St. (Northerly East-West leg and north half of North-South leg) (ST212050117) File Number 031434:  Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, and storm drainage facilities where necessary.  (Assessable Alley Paving Fund -- $22,000; Nonassessable Alley Paving Fund -- $35,000).  The total estimated cost for this project including the requested amount is $60,000.  This project is anticipated to be completed during the 2011-2012 construction season.

 

Alley between W. Dakota St., W. Montana St., S. 49th St., and S. 50th St. (ST212020118) File Number 070782:  Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, and storm drainage facilities where necessary.  (Assessable Alley Paving Fund -- $45,600; Nonassessable Alley Paving Fund -- $50,000).  The total estimated cost for this project including the requested amount is $110,000.  This project is anticipated to be completed during the 2011-2012 construction season.

 

14th Aldermanic District

 

Alley between S. Austin St., S. Brisbane Ave., E. Euclid Ave., and E. Oklahoma Ave. (ST212050137) File Number 091129:  Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, and storm drainage facilities where necessary.  (Assessable Alley Paving Fund -- $31,000; Nonassessable Alley Paving Fund -- $50,000).  The total estimated cost for this project including the requested amount is $81,000.  This project is anticipated to be completed during the 2011-2012 construction season.

 

Alley between S. Ellen St., S. Kinnickinnic Ave., E. Morgan Ave., and E. Vollmer Ave. (ST212110108) File Number 110026:  Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, and storm drainage facilities where necessary.  (Assessable Alley Paving Fund -- $45,600; Nonassessable Alley Paving Fund -- $50,000).  The total estimated cost for this project including the requested amount is $110,000.  This project is anticipated to be completed during the 2011-2012 construction season.

Whereas, The report of the Commissioner of Public Works has been filed with the City Clerk; and

 

Whereas, Notices have been sent to all interested persons and public hearings held; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works’ Report, as amended at said Public Hearing, is approved and the properties therein identified are benefited; and, be it

 

Further Resolved, That said Commissioner of Public Works is authorized and directed to proceed with said work in accordance with said report pursuant to Section 66.0703 and any other pertinent sections of the Wisconsin Statutes and in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the proper departments take such action as is required of them to assess the abutting or adjacent properties and collect such assessment in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized and directed to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it

 

Further Resolved, That the projects do not involve any parcels of agricultural land which are eligible for deferred special assessments under the provisions of Section 14.30 of the Milwaukee City Charter; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That projects:  N. 29th St. (ST211110172), Alley N. Cramer St. (ST212110106), W. McKinley Blvd. (ST211110104), W. Townsend St. (ST211110134), N. 79th St. (ST211110138), Alley W. Branting Ln. (ST212050117), Alley W. Dakota St. (ST212020118), Alley S. Austin St. (ST212050137), and Alley S. Ellen St. (ST212110108) will be billed after January 1, 2013, but not before 12 months after the project contract has been completed.
