Analysis
This Substitute resolution authorizes the City Engineer to apply for a State of Wisconsin Division of Emergency Management grant available through the HMGP allowing the City of Milwaukee to acquire and raze up to twenty properties and maintain the sites as grass areas to prevent or reduce future flood related damages. The grant is 75% federally funded through the Federal Emergency Management Authority (FEMA), 12.5% state funded through the WEM and 12.5% will be borne by the City of Milwaukee.

Whereas, Due to the Disaster Declaration resulting from the 2010 floods, funding was made available through the HMGP to provide grants to assist local governments in funding long-term permanent flood mitigation measures; and
Whereas, By acquiring the properties and removing the buildings and leaving the sites as grass areas or incorporating the sites into stormwater management facilities, the City of Milwaukee will save on future flood related expenditures and reduce the risk of flooding to other properties in the area;
Whereas, The City of Milwaukee submitted a pre-application for the acquisition and razing of approximately twenty properties in the amount of $3,000,000; and
Whereas, Based on the pre-application, the City has been invited to complete a formal application grant consideration; and
Whereas, The City of Milwaukee will select up to twenty properties to acquire and raze from a list of properties which have had flooding issues reported at least 3 times during the last 10 years; and
