Title

Substitute resolution relative to application, acceptance and funding of a Regional Communication Interoperability Planning Grant. 

Analysis

This resolution authorizes the Fire and Police Commission - Office of Homeland Security and Emergency Management to apply for, accept and fund a Regional Communication Interoperability Planning Grant from the U.S. Department of Homeland Security through the State of Wisconsin Office of Justice Assistance in the amount of $53,333 with a city share of $0 and a grantor share of $53,333.  The purpose of this grant will be used to advance the statewide communication interoperability strategy detailed in the 2007 Statewide Communications Interoperability Plan (SCIP). The plan has goals and objectives to improve public safety voice and data communications across all disciplines, levels of government and tribal nations.

Body

Whereas, Under the Catalog of Federal Domestic Assistance #97.055, the City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Homeland Security through the State of Wisconsin Office of Justice Assistance for a Interoperable Emergency Communications Grant; and

 

Whereas, The U.S. Department of Homeland Security has awarded a Fiscal Year 2009 Interoperable Emergency Communications Grant to the Wisconsin Office of Justice Assistance for disbursement to the City of Milwaukee to be used to enhance improve public safety voice and data communications planning; and

 

Whereas, Funding will be used by the Fire and Police Commission Office of Homeland Security and Emergency Management to fund a consultant to conduct planning with the goals and objectives to improve public safety voice and data communications across all disciplines, levels of government and tribal nations; and

 

Whereas, The operation of this grant from 01/01/2011 through 12/31/2011 would cost $53,333, which 100% would be provided by the grantor; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that application to the U.S. Department of Homeland Security through the State of Wisconsin Office of Justice Assistance is authorized and the Fire and Police Commission Office of Homeland Security and Emergency Management shall accept this grant without further approval unless the terms of this grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2011 Special Revenue Grant and Aid Projects, the following amount for the project/program entitled Interoperable Emergency Communications Program Grant:

2.  Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement; and, be it

 

Further Resolved, That these funds are budgeted for the Fire and Police Commission Office of Homeland Security and Emergency Management which is authorized to:

 

1.  Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.  Enter into subgrants and subcontracts as detailed in the grant budget.
