An ordinance relating to charges for patient services delivered by the fire department.

Analysis
This ordinance increases many of the charges for patient services delivered by the fire department using fee schedules that have been adopted by the Milwaukee county association of fire chiefs and the intergovernmental cooperation council of Milwaukee county for 2011. For residents of Milwaukee county, the charge for paramedic ALS Level 1 services increases by $20, and the charge for Level 2 services increases by $60. For non-residents of Milwaukee county, the charge for paramedic ALS Level 1 services increases by $90, and the charge for Level 2 services increases by $130. Drug prices and some ancillary services increase from $2 to $5. A new service of spinal immobilization is added at a charge of $125. Mileage charges increase from $14 per mile to $14.50 per mile.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 75-15-17 of the code is repealed and recreated to read:
75-15. Ambulance Certification Regulations.
17. CHARGES FOR PATIENT SERVICES DELIVERED BY THE FIRE DEPARTMENT. The fire department shall bill for and collect all revenues generated from advanced life support conveyances and service provisions using fee schedules that have been adopted by the Milwaukee county association of fire chiefs and the intergovernmental cooperation council of Milwaukee county and the common council. The rate charged for conveyance and services delivered by fire department paramedic fleet shall be as follows:
a. For advanced life support for patients who are residents of Milwaukee county:
a-1. Paramedic non-invasive service or treatment without conveyance: $120.
a-2. Paramedic service with transport Level ALS-1: $660.
a-3. Paramedic service with transport Level ALS-2: $750.
b. For advanced life support for patients who are not residents of Milwaukee county:
b-1. Paramedic non-invasive service or treatment without conveyance: $165.
b-2. Paramedic service with transport Level ALS-1: $780.
b-3. Paramedic service with transport Level ALS-2: $870.
c. Advanced life support ancillary charges:
c-1. ALS supplies: $80.
c-2. Intubation: $75.
c-3. I.V. and supplies: $60.
c-4. Defibrillation: $100.
c-5. EKG: $100.
c-6. Oxygen and supplies: $75.
d. Drugs included in the Milwaukee county medical services program adopted by the Milwaukee county association of fire chiefs and the intergovernmental cooperation council of Milwaukee county:
d-1. Items approved in Drug Group 1, including Albuterol, Amidoerone (30 mg), Altropine, Aspirin (up to 324 mg), Benadryl, Heparin Sodium by I.V., Lasix, Lidocaine, Ativan, Versed, Sodium Normal Chloride, Solumedrol (up to 40 mg), Terbutaline, Diazepam, Dextrose 50%, Nitro Spray SL, Normal Saline (capped), D50 and D5W, shall be charged a rate of $32.
d-2. Items approved in Drug Group 2, including Calcium Chloride, Epinephrine (I.M. or I.V., not by EPI-PEN), Dopamine, Lidocaine and Sodium Bicarbonate, shall be charged a rate of $37.
d-3. Items approved in Drug Group 3, including Fentanyl, Morphine, Narcan and Normal Saline, shall be charged a rate of $48.
e. Other items shall be charged at the following rates:
e-1. Epinephrine by EPI-PEN: $95.
e-2. Adenosine: $90.
e-3. Glucagon, up to 1 mg: $90.
e-4. Solumedrol, 41-125 mg: $58.
e-5. E-Z IO: $120.
e-6. Spinal Immobilization: $125.
f. When the fire department performs a basic life support transport for a bariatric patient, the department is authorized to charge the rate specified in sub. 14-c-1.
g. When the fire department provides advanced life support services to a cardiac arrest patient who is not resuscitated in the field, the department is authorized to charge medicare the rate specified in sub. 14-c-1.
h. In addition to the charges provided in pars. a to e, a charge of $14.50 per mile shall be assessed for the distance traveled with the patient in the ambulance from the point of patient origin to destination.
