Analysis
This ordinance extends the city’s 120-day moratorium on the issuance of new precious metal and gem dealer licenses established by File #100121, which was passed June 15, 2010, and expired on October 29, 2010.

This ordinance establishes a 90-day moratorium on the issuance of new precious metal and gem dealer licenses to give the city time to complete legislative and administrative implementation of policy changes needed to best regulate the proliferation of “cash for gold” license applications.

Body
Whereas, The City embarked upon a thorough review of its precious metal and gem dealer license issuing policies during the 120-day moratorium on new license issuance established by File #100121, which was passed June 15, 2010, and expired on October 29, 2010, and the City needs more time to complete legislative and administrative implementation; and

Whereas, Implementation of appropriate legislative and administrative policy changes to City policy is critical to protecting the health, safety, home values and quality of life of City residents; and

Whereas, It remains in the City’s best interest to implement appropriate legislative changes of the City’s Code of Ordinances regulating licensing and zoning, recordkeeping and reporting, and administrative policy in the light of the level and nature of police services required for “cash for gold” establishments; and

Whereas, The City has no intention of permanently denying a precious metal and gem dealer license to any qualified person, but seeks only to extend its temporary moratorium on new license issuance to complete legislative and administrative implementation of policy changes needed to best regulate the fast growing precious metal and gem marketplace that may threaten to undermine the health, safety a...
