Title
Resolution relative to application, acceptance and funding of a 2010 Urban Areas Security Initiative Program Grant.
Analysis
This resolution authorizes the Fire and Police Commission, Police Department, Fire Department, and Health Department to apply for, accept, and fund a 2010 Urban Areas Security Initiative (UASI) Program Grant from the U.S. Department of Homeland Security, National Preparedness Directorate, through the State of Wisconsin, Office of Justice Assistance in the amount of $2,029,921 with a grantor share of $2,029,921 and a city share of $0. The purpose of this grant is to enhance the security and overall preparedness of the Milwaukee Urban Area to prevent, respond to and recover from acts of terrorism and other critical incidents in a multi-jurisdictional, multi-disciplinary manner.
Body
Whereas, The U.S. Department of Homeland Security, National Preparedness Directorate, has awarded an Urban Areas Security Initiative (UASI) grant to the State of Wisconsin Office of Justice Assistance for disbursement to various jurisdictions within the Milwaukee Urban Area; and
Whereas, The Milwaukee Urban Area, identified by the federal government for the UASI grant, includes Milwaukee, Waukesha, Racine, Ozaukee and Washington Counties, with funds distributed directly to those entities as well as the City of Milwaukee by the State of Wisconsin Office of Justice Assistance; and
Whereas, The State of Wisconsin Office of Justice Assistance has notified the City of Milwaukee that the City is eligible to receive an award of $2,029,921, of which $207,992 will be used by the Fire and Police Commission; $436,645 by the Fire Department; $1,175,000 by the Police Department; and $210,284 by the Health Department; and
Whereas, The grant funds will be used by the various jurisdictions within the Milwaukee Urban Area to address the goals of the Urban Area Security Strategy to enhance the security and overall preparedness to prevent, respond to and recover from acts of terrorism and other critical incidents in a multi-jurisdictional, multi-disciplinary manner; and
Whereas, The operation of this grant project from 7/01/10 to 6/30/13, would cost $2,029,921 of which, 100% would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin, Office of Justice Assistance is authorized and the Fire and Police Commission, Police Department, Fire Department, and Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project Grant Parent Account of the 2010 Special Revenue Grant and Aid Projects Funds the following amounts for the project/program entitled FY 2010 Urban Area Security Initiative Program Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels, budget against these Project/Grant values the amount required under the grant agreement; and, be it
Further Resolved, That these funds are budgeted for the Fire and Police Commission, Fire Department, Police Department, and Health Department, which are authorized to:
1. Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date.
2. Expend from the 2010 grant budget funds for specific items of equipment.
3. Enter into subgrants and subcontracts as detailed in the grant budget; and, be it
Further Resolved, That the Common Council directs that Common Council File Numbers 090458 and 100414, relative to offices and positions in the City Service, be amended as follows:
Under "Fire and Police Commission - Homeland Security,” replace the text of footnote "C" with the following: "To expire 6/30/13, unless the Urban Areas Security Initiative Program Grant, available from the U.S. Department of Homeland Security, is extended."
Under "Fire and Police Commission - Homeland Security,” add footnote "C" to one position of Grant Monitor - Homeland Security."
Under "Fire Department, Support Bureau Decision Unit - UASI Grant", add one position of "Fire Lieutenant (B)" and replace the text of footnote "B" with the following: "To expire 6/30/13, unless the Urban Areas Security Initiative Program Grant, available from the U.S. Department of Homeland Security, is extended."
Under "Health Department, Laboratory Services Division", add one position of "Laboratory Operations Intelligence Analyst (FFF)" and replace the text of footnote "FFF" to read amend footnote "To expire 6/30/13, unless the Urban Areas Security Initiative Program Grant, available from the U.S. Department of Homeland Security, is extended."
Under "Police Department, Operations Decision Unit, replace the text of footnote "C" with the following: "To expire 6/30/13, unless the Urban Areas Security Initiative Program Grant, available from the U.S. Department of Homeland Security, is extended."
