Title:
Resolution relative to application, acceptance and funding of an Enhanced Cold Case Investigation Grant.

Analysis:
This resolution authorizes the Milwaukee Police Department to apply for, accept and fund an Enhanced Cold Cases Investigation Grant from the U.S. Department of Justice, Office of Justice Programs in the amount of $334,061.00. The purpose of this project is to allow Milwaukee Police Department personnel on overtime to review cold case files based on a set of guidelines that track the parameters of the grant, and select and prioritize cases based on solvability factors.

Body:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Justice, Office of Justice Programs, through the Enhanced Cold Case Investigation Grant; and

Whereas, The operation of this grant from 10/01/10 to 03/31/12 would cost $334,061.00 of which 100% would be provided by the grantor; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that application to the U.S. Department of Justice is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it

Further Resolved, That the City Comptroller is authorized to:

1. Commit funds within the Project/Grant Parent of the 2010 Special Revenue-Grant and Aid Projects, the following amount for the program titled: Enhanced Cold Case Investigation Grant
