Title
Substitute resolution revising the activities of the formula grant to entitlement communities from the U.S. Department of Energy for the Energy Efficiency Conservation Block Grant.
Analysis
This resolution authorizes the Department of Administration - Office of Environmental Sustainability to revise the activities of the Energy Efficiency Conservation Block Grant from the U.S. Department of Energy in the amount of $5,839,100.

Budget line item amounts have been adjusted to reflect actual costs and shifting priorities for the grant activities. The major changes in grant activities are:
1. The MEDC forgivable loan program is changed from offering forgivable loans to offering grants.
2. The ME2 program is changed from a revolving loan program to providing subsidized home energy audits.
3. The Business EE Retrofit - Performance Contracting Incentives program is removed from the budget, with the resulting money being used for a high-visibility facility project or projects.

Whereas, The City of Milwaukee has been awarded grant funds from the U.S. Department of Energy to perform City building energy audits, fund City facilities energy efficiency retrofits, fund the City fleet retrofit program, establish a LED street light demonstration project, initiate the Milwaukee Energy Efficiency Residential Program (Me2), and fund the Business Retrofit Loan and Business Energy Retrofit Incentive programs; and

Whereas, On January 20, 2010, the Common Council adopted resolution Number 091147, accepting and funding the Energy Efficiency Conservation Block Grant in the amount of $5,839,100; and

Whereas, The Department of Administration - Office of Environmental Sustainability has proposed revised operating and capital grant budgets, which includes changes in grant activities as follows:
