Title
Substitute resolution endorsing the principles and goals of the Milwaukee Continuum of Care’s “10-Year Plan to End Homelessness.”
Analysis
With this resolution, the City of Milwaukee endorses the Milwaukee Continuum of Care’s “10-Year Plan to End Homelessness.” The resolution also expresses the City’s commitment to assist in the implementation of the plan and to continue to provide funding for housing for the homeless.
Body
Whereas, The Milwaukee Continuum of Care is a coalition of over 120 individuals, representing various public and private organizations, who are interested in addressing the problem of homelessness in Milwaukee through advocacy, the provision of supportive services and housing, and other means; and
Whereas, The Continuum of Care recently completed and released to the public its “10-Year Plan to End Homelessness”; and
Whereas, The Plan proposes the use of 4 “pillars” to end homelessness in Milwaukee:
1. Prevention and Emergency Services.
2. Economic Support and Employment.
3. Mental Health, Substance Abuse and Support Services.
4. Permanent Housing.

Whereas, Homelessness is a serious and growing problem in Milwaukee; and
Whereas, The Common Council finds that the problem of homelessness can be best addressed through the 4 approaches described in the “10-Year Plan to End Homelessness”; and
Whereas, The Plan calls for the City of Milwaukee, along with Milwaukee County and various community organizations, to be partners in implementation of the Plan; and
; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City of Milwaukee endorses the Milwaukee Continuum of Care’s “10-Year Plan to End Homelessness” and the principles and goals contained therein; and, be it
