Title
Substitute resolution relative to the application, acceptance and funding of the Community Development Block Grant Supplemental Disaster Allocation Emergency Assistance Program from the U. S. Department of Housing and Urban Development through the Wisconsin Department of Commerce for the Kinnickinnic River and Falk Complex Projects.
Analysis
The resolution authorizes the Department of Administration’s Community Development Grants Administration (CDGA) to apply, accept and fund CDBG-Emergency Assistance Program from the U. S. Department of Housing and Urban Development through the Wisconsin Department of Commerce in the amount of $8,200,000 for the Kinnickinnic River and Falk Complex Projects.
Body
Whereas, The City of Milwaukee is eligible for grant funds for the CDBG-Emergency Assistance Program from the U. S. Department of Housing and Urban Development through the Wisconsin Department of Commerce; and

Whereas, The City of Milwaukee will contract with the Milwaukee Metropolitan Sewerage District (MMSD) for use on the following activities:

· To assist with the levee and floodwall improvements for the Falk Complex $2,300,000
· For renter occupied housing replacement in the Kinnickinnic River project area $1,900,000
· For Owner Occupied Housing replacement in the Kinnickinnic River project area $2,000,000
· For acquisition and demolition of damaged homes in the Kinnickinnic River project area $2,000,000; and

Whereas, The operation of the grant program will begin June 1, 2010 and the City of Milwaukee must commit to completing all of the funded activities by December 31, 2013 and to having all funds expended by June 30, 2014.
