James Bohl, 5th Aldermanic District Mr. Fronk says that the directive is not necessary as the department is already working on securing grant money. Ald. Wade requests being listed as a co-sponsor. Ald. Bohl had no objections. Ald. Dudzik moves to hold to the call of the chair since the directive would be redundant. Ald. Dudzik withdraws his motion. Mr. Fronk says that his office is no longer under the Department of Administration but is now under the Fire and Police Commission.

Analysis
This resolution directs the Fire and Police Commission - Homeland Security to apply for a grant through the Hazard Mitigation Grant Program to repair flood-damaged homes, or purchase and raze damaged homes which are beyond repair.

The Wisconsin Division of Emergency Management, administrator of the grant program, estimates total Hazard Mitigation Grant Program awards for the state stemming from the rainstorms of July, 2010, will be approximately $2.4 million. Preference for grant awards will be given to communities in counties which were declared federal disaster areas, including Milwaukee County.

These grants are competitive, and the state Division of Emergency Management expects grant applications will exceed available funds.

The City of Milwaukee will be expected to pay 12.5% if grants are awarded, while the State of Wisconsin will fund another 12.5% and the remaining 75% of grant funding will come from the Federal Emergency Management Administration.

Whereas, Many homes in Milwaukee sustained substantial flood damage during the heavy rainstorms of July, 2010; and

Whereas, The Hazard Mitigation Grant Program (“HMGP”) is established by the Federal Emergency Management Administration to make grant awards to communities like Milwaukee to help repair flood-damaged homes which represent hazards to the health and safety of residents, or to purchase and raze flood-damaged home hazards which are beyond repair; and

Whereas, It is in the City’s best interest to apply for these HMGP grants as soon as possible even though the application deadline is nearly a year away on August 11, 2011, because:
