Title

Substitute resolution relating to reallocation of administration funding for American Recovery and Reinvestment Act Neighborhood Stabilization Program 2 to various City departments.

Analysis

This resolution directs the Community Development Grants Administration (CDGA) to amend the administration allocation for American Recovery and Reinvestment Act Neighborhood Stabilization Program 2 (NSP2) as follows:

 

1.  The allocation for the Community Development Grants Administration is decreased by $11,432, from $322,000 to $310,568.

 

2.  The allocation for the Office of the Comptroller is decreased by $5,553, from $156,400 to $150,847.

 

3.  The allocation for the Department of City Development is decreased by $52,259, from $1,472,000 to $1,419,741.

 

4.  The allocation for the Department of Neighborhood Services is decreased by $7,186, from $202,400 to $195,214.

 

5.  The allocation for the Health Department is decreased by $5,225, from $147,200 to $141,975.

 

6.  The allocation for the Treasurer’s Office is increased to $81,655.

 

7.  The allocation for the Police Department remains at $200,000. 

 

Those agencies that have their NSP2 administration funding decreased by this action shall be made whole in an aggregate amount up to $81, 655 from the first dollar available to the 2011 Community Development Block Grant contingency account.

Body

Whereas, Neighborhood Stabilization Program 2 (NSP2) is a component of the Community Development Block Grant (CDBG) program; and

 

Whereas, CDBG’s primary objective is developing viable urban communities through decent housing, a suitable living environment and economic opportunity; and

 

Whereas, Common Council Resolution File Number 10333, adopted July 27, 2010, appropriated $200,000 from the American Recovery and Reinvestment Act Neighborhood Stabilization Program 2 (NSP2) to the Police Department’s Operation Safe Neighborhoods program; and

 

Whereas, The Treasurer’s Office is appropriated American Recovery and Reinvestment Act Neighborhood Stabilization Program 2 (NSP2) funds for the purposes of accelerated inrem foreclosure files; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Community Development Grants Administration is directed to amend the administration allocation for American Recovery and Reinvestment Act Neighborhood Stabilization Program 2 as follows:

 

1.  The allocation for the Community Development Grants Administration is decreased by $11,432, from $322,000 to $310,568.

 

2.  The allocation for the Office of the Comptroller is decreased by $5,553, from $156,400 to $150,847.

 

3.  The allocation for the Department of City Development is decreased by $52,259, from $1,472,000 to $1,419,741.

Further Resolved, That the Treasurer’s Office shall submit budgets and activity reports in the amounts and according to any conditions approved by the Common Council, the Community Development Grants Administration and the City Comptroller for review and approval; and, be it

 

Further Resolved, That the payments for NSP2 costs incurred shall be paid in accordance with approved NSP2 reimbursement policy based on the approval by the Community Development Grants Administration and the City Comptroller.
