Title

Substitute resolution authorizing the application of an Assistance to Firefighters Grant for the mandatory non-punitive occupational wellness program from the U.S. Department of Homeland Security Federal Emergency Management Agency.

 

Analysis

This substitute resolution authorizes the Milwaukee Fire Department to apply for an Assistance to Firefighters grant, CFDA number 97.044 from the U.S. Department of Homeland Security Federal Emergency Management Agency (FEMA) in the amount of $936,191. The purpose of this program is to fund cardiovascular, strength endurance, and physical fitness assessment equipments, a medical consultant, a flat fee for peer fitness trainer certifications, and costs for 15 peer fitness training kits. Any related overtime, continuing education and certification renewal costs are not grant eligible and must be covered by alternative funding sources.

 

Body

Whereas, The City of Milwaukee appears to be eligible for grant funds from the Department of Homeland Security Federal Emergency Management Agency to create a mandatory non-punitive occupational wellness program having both fitness and physical assessment components; and

 

Whereas, The operation of this grant from 1/1/2011 to 12/31/2011 would cost $936,191, of which $748,953 (80%) would be provided by the grantor and $187,238 (20%) cash match; and

 

Whereas, Conversations with the Department of Employee Relations have concluded that the services extended from this proposed program do not duplicate existing services offered to members of the Milwaukee Fire Department nor other agencies; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Fire Department shall apply for a grant titled Assistance to Firefighters Grant.
