Title

Analysis

This resolution confirms the report of the Commissioner of Public Works, as modified by the Common Council Committee, on projects for which Public Hearings have been held.  The resolution authorizes the levying of special assessments and directs the installation and construction of said public improvements.  The City cost of these projects approved by this resolution is estimated to be $3,029,400.  The total estimated cost of these projects is $3,174,400.

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions, determining it necessary and in the public interest to construct and levy special assessments for the following improvements:

 

4th Aldermanic District

 

N. 26th St. - W. McKinley Ave. to W. Vliet St. (ST211100157):  Install traffic calming speed hump(s).  (Assessable Reconstruction Paving Fund -- $2,900; Nonassessable Reconstruction Paving Fund -- $8,000).  The total estimated cost for this project including the requested amount is $10,900.  This project is anticipated to be completed during the 2010 construction season.

 

9th Aldermanic District

 

W. Calumet Rd. - N. 51st Blvd. to N. 60th St. (ST21100156) File Number 081586:  Asphalt pavement with rural cross-section.  Replace driveways as necessary.  (Assessable Reconstruction Paving Fund -- $1,200; Nonassessable Reconstruction Paving Fund -- $225,000).  The total estimated cost for this project including the requested amount is $250,000.  This project is anticipated to be completed during the 2010-2011 construction season.

 

W. County Line Rd. - N. 91st St./Swan Rd. to N. 124th St./N. Wasaukee Rd. (Portions in the City of Mequon) (ST211100131) File Number 100214:  Asphalt pavement with rural cross-section.  Replace driveways as necessary.  (Assessable Reconstruction Paving Fund -- $11,800; Nonassessable Reconstruction Paving Fund -- $1,000,000; City of Mequon Funds -- $1,000,000).  The total estimated cost for this project including the requested amount is $2,070,000.  This project is anticipated to be completed during the 2010-2011 construction season.

 

11th Aldermanic District

 

Alley between W. Leroy Ave., W. Plainfield Ave., S. 51st St., and S. 52nd St. (ST212030103) File Number 091430:  Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, and storm drainage facilities where necessary.  (Assessable Alley Paving Fund -- $60,000; Nonassessable Alley Paving Fund -- $110,000).  The total estimated cost for this project including the requested amount is $180,000.  This project is anticipated to be completed during the 2010 construction season.

 

13th Aldermanic District

 

S. 6th St. - A point 700 feet m/l north of W. College Ave. to 2000 feet m/l north of W. College Ave. (ST211100124) File Number 081676:  Concrete pavement reconstruction, place all curb and gutter, install sidewalk, on the west side only, and driveway approaches, sodding (5.0-foot width of tree border area), and grading.  (Assessable Reconstruction Paving Fund -- $50,000; Nonassessable Reconstruction Paving Fund -- $550,000).  The total estimated cost for this project including the requested amount is $650,000.  This project is anticipated to be completed during the 2010 construction season.

E. Howard Ave. - A point east of the Lake Parkway to a point east of S. Kansas Ave. (Sponsored by the City of St. Francis) (ST211100158) File Number 100214:  Concrete pavement reconstruction, replace all curb and gutter, replace sidewalk and driveway approaches where necessary, sodding (8.0-foot width of tree border area), and grading.  (Assessable Reconstruction Paving Fund -- $500; Nonassessable Reconstruction Paving Fund -- $10,000).  The total estimated cost for this project including the requested amount is $13,500.  This project is anticipated to be completed during the 2010 construction season.

Whereas, The report of the Commissioner of Public Works has been filed with the City Clerk; and

 

Whereas, Notices have been sent to all interested persons and public hearings held; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works’ Report, as amended at said Public Hearing, is approved and the properties therein identified are benefited; and, be it

 

Further Resolved, That said Commissioner of Public Works is authorized and directed to proceed with said work in accordance with said report pursuant to Section 66.0703 and any other pertinent sections of the Wisconsin Statutes and in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the proper departments take such action as is required of them to assess the abutting or adjacent properties and collect such assessment in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized and directed to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it

 

Further Resolved, That the projects do not involve any parcels of agricultural land which are eligible for deferred special assessments under the provisions of Section 14.30 of the Milwaukee City Charter; and, be it

 

Further Resolved, That the City of Milwaukee hereby agrees to construct that portion of Project No. ST211100131, W. County Line Rd., located within the City of Mequon provided said City of Mequon deposits with the City of Milwaukee, the necessary funds to cover its share of the estimated project costs prior to the award of the contract; and, be it

 

Further Resolved, That upon completion of Project No. ST211100131 and a determination of the final costs, it is understood that if the City of Mequon share of the actual cost is less than the amount deposited, the difference will be refunded to the City of Mequon.  But if the actual cost is greater than the amount deposited, the City of Mequon will pay the City of Milwaukee the difference; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That projects: N. 26th St. (ST211100157), Alley W. Leroy Ave. (ST212030103), S. 6th St. (ST211100124), and E. Howard Ave. (ST211100158) will be billed after January 1, 2012, but not before 12 months after the project contract has been completed; and, be it

 

Further Resolved, That projects W. Calumet Rd. (ST21100156) and W. County Line Rd. (ST211100131) will be billed after January 1, 2013, but not before 12 months after the project contract has been completed; and, be it

 

Further Resolved, That the following projects be deleted from the 2010 Paving Program:  N. Cambridge Ave. (ST211100154) and E./W. Wright St. (ST211100146).
