Analysis

This resolution authorizes and directs the Commissioner of Public Works to execute project agreements with the Wisconsin Department of Transportation for the programming, design and construction of West Morgan Avenue from South 68th Street to South 84th Street and North 91st Street/North Swan Road from West Hampton Avenue to West Flagg Avenue with 80 percent Federal and State aid under the Surface Transportation Program.  This resolution also directs the City of Milwaukee Comptroller to transfer funds and establish project/grant chartfield values for the preliminary engineering for these projects.  The estimated total cost of the projects is $7,819,000, of which the City’s share is $1,843,800 and the grantor share is $5,975,200.  The estimated preliminary engineering cost for these projects is $1,096,000, of which the City’s share is $219,200 and the grantor share is $876,800.  Construction funds for these projects will be included in future resolutions.

Body

Whereas, The project agreements have been requested and received from the Wisconsin Department of Transportation (WisDOT) to be executed by the City of Milwaukee for the programming, design and construction of the following paving projects with Federal and/or State aid under the Surface Transportation Program:

West Morgan Avenue - South 68th Street to South 84th Street

 

State I.D. 2504-00-00/70/90

North 91st Street/North Swan Road - West Hampton Avenue to West Flagg Avenue

 

Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns and/or changes in scope approved by the Department of Public Works: and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100 percent liable for any such project cost overruns and/or changes in scope as approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; and

 

Whereas, Construction on these projects is currently scheduled to start in 2012; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works (CPW) is hereby directed to execute agreements for the programming, design and construction of the aforementioned projects with Federal and/or State aid under the Surface Transportation Program, copies of which are attached to Common Council Resolution File Number 100152, and are incorporated in this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That the Commissioner of Public Works is hereby directed to undertake or engage a consultant to undertake design engineering for the improvement of the aforementioned projects and to reimburse the WisDOT for design engineering costs they incur for the improvement; and, be it

 

Further Resolved, That the Commissioner of Public Works is hereby authorized and directed to enter into an agreement with the WisDOT pertaining to the cost participation for the installation and/or modification of traffic control facilities and/or street lighting facilities in conjunction with the improvements of the aforementioned projects; and, be it

 

Further Resolved, That the Commissioner of Public Works is directed to install the traffic control and/or street lighting facilities necessary in conjunction with the aforementioned projects, following the execution of the traffic control and/or street lighting agreements, the cost of which will be included in future resolutions; and

 

Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield Values for design engineering for the projects (Expenditure) and transfer to any of these accounts the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:
