Resolution relating to application, acceptance and funding of a State of Wisconsin Office of Energy Independence and Wisconsin Clean Cities Southeast Area “Wisconsin Clean Transportation Program” grant funded through the American Recovery and Reinvestment Act of 2009.

Analysis

This resolution authorizes the Department of Public Work-Operations Division (Fleet Services Section) to apply for, accept and fund a Wisconsin Clean Transportation Program grant from the US Department of Energy through the American Recovery and Reinvestment Act pass through the State of Wisconsin Office of Energy Independence and Wisconsin Clean Cities - Southeast Area.  This program aims to promote and develop the use of alternative fuels, improve Milwaukee’s air quality, reduce dependence on foreign energy and support clean energy job creation.  The total project cost is $6,084,120 of which $4,842,060 (80%) will be provided by the grantor and $1,242,060 (20%) will be provided by the City through the base cost of scheduled vehicle replacement purchases.  The purpose of this grant is to reduce energy costs, find and implement alternative forms of energy, and reduce pollution outputs where possible.  The program will include the following components:

 

1.                     Replacement purchase of 20 heavy-duty compressed natural gas vehicles

 

2.                     Construction of 2 compressed natural gas refueling stations

 

3.                     Purchase of 22 neighborhood electric vehicles

 

Body

Whereas, The City of Milwaukee appears to be eligible for a 2010 Wisconsin Clean Transportation Program grant; and

 

Whereas, The Department of Public Works-Operations Division (Fleet Services Section) will use this grant to promote and develop the use of alternative fuels; and

 

Whereas, This project will include the following components:

 

1.                     Replacement purchase of 20 heavy-duty compressed natural gas vehicles

 

2.                     Construction of two compressed natural gas refueling stations

 

3.                     Purchase of 22 neighborhood electric vehicles

 

; and

 

Whereas, The operation of this grant from 02/01/2010 to 12/31/2013 would cost $6,084,120 of which $4,842,060 (80%) will be provided by the grantor and $1,242,060 (20%) will be provided by the City through the base cost of scheduled vehicle replacement purchases; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works is authorized to apply, accept and fund a 2010 Wisconsin Clean Transportation grant in the amount of $4,842,060 from the US Department of Energy through the American Recovery and Reinvestment Act passed through the State of Wisconsin Office of Energy Independence and Wisconsin Clean Cities-Southeast Area without further Common Council approval, unless the terms of the grant change as indicated in section 304-81 Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized and directed to:

 

1.  Commit funds within the City’s capital budget fund, the following amount for the project titled Wisconsin Clean Transportation Program Grant:

3.  Create the necessary Grant and Aid Project (Grant and Project) Grant levels, budget against these Project/Grant values the amount required under the grant agreement.

 

4.  Establish the necessary City share project values; and, be it

 

Further Resolved, That these funds are budgeted for the Department of Public Works-Operations Division (Fleet Services Section), which is authorized to:

 

1.  Expend from the amount budgeted sums for the specified purposes, as indicated in the grant budget, and incur costs consistent with the award date.

 

2.  Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10%.

 

3.  Expend from the 2010 grant budget funds for specific items of equipment.

 

4.  Enter into subcontracts as detailed in the grant budget.
