Title

Resolution directing the Commissioner of Public Works to execute a revised project agreement titled “State/Municipal Agreement” for a highway improvement project with Wisconsin Department of Transportation for the reconstruction of West Capitol Drive from North 60^th Street to Mayfair Road (STH 100) with State/Federal Aid. 

Analysis

This resolution directs the Commissioner of Public Works to execute a revised project agreement with the Wisconsin Department of Transportation (WisDOT) for the programming and reconstruction of West Capitol Drive (STH 190) from North 60^th Street to West Mayfair Road (STH 100) with State/Federal Aid under the State Trunk Highway program.  The revised agreement splits roadway construction into two phases.  Phase I is from North 60^th Street to North 84^th Street to be constructed in 2012 and Phase II is from North 84^th Street to Mayfair Road (STH 100) to be constructed in 2013.  The estimated total cost of the project is $22,339,725, of which the City’s share is $1,664,556 and the grantor’s share is $20,675,169.  The estimated preliminary engineering cost is $3,018,225 of which the City’s share is $724,556 and the grantor’s share is $2,293,669.

Whereas, The Common Council of the City of Milwaukee adopted resolution file number 041289 on February 11, 2005 directing the Commissioner of Public Works to execute a State/Municipal Agreement with Wisconsin Department of Transportation (WisDOT) for the programming and construction of West Capitol Drive from North 60^th Street to West Mayfair Road (STH 100); and

Whereas, The Department of Public Works (DPW) requested and the WisDOT agreed to break construction of the roadway project into two phases.  Phase I going from North 60^th Street to North 84^th Street scheduled for construction in 2012 and Phase II from North 84^th Street to West Mayfair Road (STH 100) scheduled for construction in 2013; and

Whereas, DPW should notify the Common Council of the City of Milwaukee of any such cost overruns, and changes in scope approved by DPW; and

Whereas, Funding for the construction of these projects will be included in future resolution; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to execute the revised project agreement for the reconstruction of West Capitol Drive from North 60^th Street to West Mayfair Road (STH 100) with State/Federal Aid under the WisDOT State Trunk Highway Program in two phases, a copy of which is attached to Common Council File 100024 and is incorporated by reference as though set forth in full.
