Analysis

This resolution confirms the report of the Commissioner of Public Works, as modified by the Common Council Committee, on projects for which Public Hearings have been held.  The resolution authorizes the levying of special assessments and directs the installation and construction of said public improvements.  The City cost of these projects approved by this resolution is estimated to be $2,621,900.  The total estimated cost of these projects is $3,0251,000.

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions, determining it necessary and in the public interest to construct and levy special assessments for the following improvements:

 

1st Aldermanic District

 

N. 35th St. - W. Villard Ave. to W. Silver Spring Dr. (ST21100111) File Number 090969:  Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding (6.5 - 8.0-foot width of tree border area), and grading.  (Assessable Reconstruction Paving Fund -- $34,500; Nonassessable Reconstruction Paving Fund -- $350,000).  The total estimated cost for this project including the requested amount is $440,000.  This project is anticipated to be completed during the 2010 construction season.

 

2nd Aldermanic District

 

N. 66th St. - W. Capitol Dr. to W. Congress St. (ST211090119) File Number 091545:  Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding (7.0 - 9.0-foot width of tree border area), and grading.  (Assessable Reconstruction Paving Fund -- $10,000; Nonassessable Reconstruction Paving Fund -- $250,000).  The total estimated cost for this project including the requested amount is $335,000.  This project is anticipated to be completed during the 2010 construction season.

 

N. 74th St. - W. Silver Spring Dr. to W. Thurston Ave. and W. Thurston Cr. - W. Thurston Ave. to N. 76th St. (ST211100125) File Number 090010:  Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding (7.0-foot width of tree border area), and grading.  (Assessable Reconstruction Paving Fund -- $5,000; Nonassessable Reconstruction Paving Fund -- $115,000).  The total estimated cost for this project including the requested amount is $135,000.  This project is anticipated to be completed during the 2010 construction season.

 

3rd Aldermanic District

 

Alley between N. Cramer St., E. Edgewood Ave., N. Murray Ave., and E. Newport Ave. (ST212040113) File Number 021242:  Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, and storm drainage facilities where necessary.  (Assessable Alley Paving Fund -- $57,500; Nonassessable Alley Paving Fund -- $30,000).  The total estimated cost for this project including the requested amount is $85,000.  This project is anticipated to be completed during the 2010 construction season.

 

5th Aldermanic District

 

N. 89th St. - W. Burleigh St. to W. Lisbon Ave. (ST211020108) File Number 091341:  Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding (9.0-foot width of tree border area), and grading.  (Assessable Reconstruction Paving Fund -- $18,500; Nonassessable Reconstruction Paving Fund -- $375,000).  The total estimated cost for this project including the requested amount is $470,000.  This project is anticipated to be completed during the 2010 construction season.

 

8th Aldermanic District

 

W. Hayes Ave. - S. 27th St. to S. 29th St. (ST211100106) File Number 091341:  Asphalt pavement reconstruction, replace all curb and gutter, replace all sidewalk and driveway approaches, sodding (6.0-foot width of tree border area), grading, and tree removal where necessary.  (Assessable Reconstruction Paving Fund -- $12,000;

Nonassessable Reconstruction Paving Fund -- $130,000).  The total estimated cost for this project including the requested amount is $160,000.  This project is anticipated to be completed during the 2010 construction season.

 

S. 45th St. - W. Oklahoma Ave. to W. Cleveland Ave. (ST211060104) File Number 060842:  Asphalt pavement resurfacing, replace all curb and gutter, replace sidewalk and driveway approaches where necessary, sodding (6.0 - 8.0-foot width of tree border area), and grading.  (Assessable Reconstruction Paving Fund -- $37,500; Nonassessable Reconstruction Paving Fund -- $360,000).  The total estimated cost for this project including the requested amount is $435,000.  This project is anticipated to be completed during the 2010 construction season.

 

Alley between W. Becher St., W. Grant St., S. 32nd St., and S. 33rd St. (ST212100103) File Number 081676:  Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, and storm drainage facilities where necessary.  (Assessable Reconstruction Paving Fund -- $46,000; Nonassessable Reconstruction Paving Fund -- $30,000).  The total estimated cost for this project including the requested amount is $80,000.  This project is anticipated to be completed during the 2010 construction season.

 

9th Aldermanic District

 

N. 81st St. - W. Clovernook St. to W. Acacia St. (ST21190232) File Number 051444:  Concrete pavement reconstruction, replace all curb and gutter, replace sidewalk and driveway approaches where necessary, sodding (8.0-foot width of tree border area), and grading.  (Assessable Reconstruction Paving Fund -- $7,500; Nonassessable Reconstruction Paving Fund -- $90,000).  The total estimated cost for this project including the requested amount is $100,000.  This project is anticipated to be completed during the 2010 construction season.

 

N. 82nd Ct. - A Point south of W. Clovernook St. to W. Clovernook St. (ST211020107) File Number 091341:  Concrete pavement reconstruction, replace all curb and gutter, sidewalk and driveway approaches, sodding (9.0-foot width of tree border area), and grading.  (Assessable Reconstruction Paving Fund -- $6,400; Nonassessable Reconstruction Paving Fund -- $70,000).  The total estimated cost for this project including the requested amount is $95,000.  This project is anticipated to be completed during the 2010 construction season.

 

10th Aldermanic District

 

W. Main St. - S. 70th St. to S. 76th St. (ST211080108) File Number 091341:  Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding (2.0 - 3.0-foot width of tree border area), and grading.  (Assessable Reconstruction Paving Fund -- $18,000; Nonassessable Reconstruction Paving Fund -- $225,000).  The total estimated cost for this project including the requested amount is $330,000.  This project is anticipated to be completed during the 2010 construction season.

 

11th Aldermanic District

 

Alley between W. Morgan Ave., W. Verona Ct., S. 73rd St., and S. 75th St. (ST212070104) File Number 051328:  Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, and storm drainage facilities where necessary.  (Assessable Alley Paving Fund -- $56,000; Nonassessable Alley Paving Fund -- $40,000).  The total estimated cost for this project including the requested amount is $100,000.  This project is anticipated to be completed during the 2010 construction season.

 

14th Aldermanic District

 

S. Herman St. - E. Euclid Ave. to E. Oklahoma Ave. (ST211100117) File Number 091430:  Asphalt pavement resurfacing, replace all curb and gutter, sidewalk and driveway approaches, sodding (10.0-foot width of tree border area), grading, and tree removal where necessary.  (Assessable Reconstruction Paving Fund -- $16,000; Nonassessable Reconstruction Paving Fund -- $115,000).  The total estimated cost for this project including the requested amount is $145,000.  This project is anticipated to be completed during the 2010 construction season.

 

Alley between S. Clement Ave., S. Herman St., E. Saveland Ave., and E. Wilbur Ave. (ST212040124) File Number 030635:  Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, and storm drainage facilities where necessary.  (Assessable Alley Paving Fund -- $47,000; Nonassessable Alley Paving Fund -- $25,000).  The total estimated cost for this project including the requested amount is $70,000.  This project is anticipated to be completed during the 2010 construction season.

 

Alley between S. Howell Ave., S. Kinnickinnic Ave., E. Lincoln Ave., and E. Smith St. (westerly north-south leg) (ST212040107) File Number 081676:  Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, and storm drainage facilities where necessary.  (Assessable Alley Paving Fund -- $20,000; Nonassessable Alley Paving Fund -- $25,000).  The total estimated cost for this project including the requested amount is $45,000.  This project is anticipated to be completed during the 2010 construction season.

Whereas, The report of the Commissioner of Public Works has been filed with the City Clerk; and

 

Whereas, Notices have been sent to all interested persons and public hearings held; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works’ Report, as amended at said Public Hearing, is approved and the properties therein identified are benefited; and, be it

 

Further Resolved, That said Commissioner of Public Works is authorized and directed to proceed with said work in accordance with said report pursuant to Section 66.0703 and any other pertinent sections of the Wisconsin Statutes and in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the proper departments take such action as is required of them to assess the abutting or adjacent properties and collect such assessment in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized and directed to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it

 

Further Resolved, That the projects do not involve any parcels of agricultural land which are eligible for deferred special assessments under the provisions of Section 14.30 of the Milwaukee City Charter; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That projects: N. 35th St. (ST21100111), N. 66th St. (ST211090119), N. 74th St. (ST211100125), Alley N. Cramer St. (ST212040113), N. 89th St. (ST211020108), W. Hayes Ave. (ST211100106), S. 45th St. (ST211060104), W. Main St. (ST211080108), S. Herman St. (ST211100117), Alley S. Clement Ave. (ST212040124), and Alley S. Howell Ave. (ST212040107) will be billed after January 1, 2012, but not before 12 months after the project contract has been completed; and, be it

 

Further Resolved, That projects Alley W. Becher St. (ST212100103), N. 81st St. (ST21190232), N. 82nd Ct. (ST211020107), and Alley W. Morgan Ave. (ST212070104) will be billed after January 1, 2013, but not before 12 months after the project contract has been completed; and, be it

 

Further Resolved, That the following project be deleted from the 2010 Paving Program:  S. 28th St. (ST211100149).
