Title
Substitute resolution authorizing and directing the Department of Public Works and the Department of City Development to commence negotiations of a lease of City-owned property known as the Erie Street Plaza.

Analysis
This resolution authorizes and directs the Department of Public Works and the Department of City Development to commence negotiations of a lease of City-owned property known as the Erie Street Plaza with the Business Improvement District #2 or with the Historic Third Ward Association, whichever entity is more appropriate. It further directs the Department of Public Works to present the terms and conditions of the lease negotiated for Common Council approval.

Body
Whereas, Either the Business Improvement District #2 or the Historic Third Ward Association desires to lease the sustainable bamboo garden under construction in the Historic Third Ward on City-owned property near 695 E. Erie Street known as the Erie Street Plaza where the Milwaukee and Kinnickinnic Rivers flow into the channel to Lake Michigan; and

Whereas, Both the Business Improvement District #2 and the Historic Third Ward Association have been partners with the City since 1976 striving to foster, promote and encourage business retention and expansion, and to nurture and sustain civic vitality in the Third Ward; and

Whereas, The City is confident either the Business Improvement District #2 or the Historic Third Ward Association will maintain and operate the Erie Street Plaza in a professional, civically responsible manner that stewardship of this neighborhood resource demands; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works and the Department of City Development are authorized and directed to commence negotiations of a lease of City-owned property known as the Erie Street Plaza with either the Business Improvement District #2 ...
