Mr. Koffarnus further stated that Berman Hopkins scored very well in HACM’s review of their capabilities. They have vast experience with other government organizations and can aid HACM with the Real Estate Assessment Center’s Financial Data Schedule submissions. Mr. Koffarnus stated the auditors would be expected to begin their examinations sometime next month. Fernando Aniban, HACM’s Assistant Secretary, clarified that the resolution being proposed is for a five-year contract totaling $800,000, which would cover calendar years 2023 through 2027. Berman Hopkins is also engaging a local CPA firm, Emerging Business Enterprise subcontractor M.L. Tharps & Associates, LLC (Milwaukee, WI), to assist in some of the audit services. Commissioners discussed budgets for auditing services, costs and the percentages that are covered by the U. S. Department of Housing and Urban Development each year.	Pass	3:0

WHEREAS, the Housing Authority of the City of Milwaukee (HACM) solicited sealed bids by Official Notice Number 5818 during the period January 29, 2024 through February 5, 2024 for Auditing Services; and

WHEREAS, one (1) sealed bids were received by the deadline of 2:00 PM CST on March 4, 2024; and

WHEREAS, the sealed bids were received and publicly opened on March 4, 2024, during which the bidding procedure was conducted in compliance with the requirements of local, state, and federal regulations; and

WHEREAS, Berman Hopkins CPAs & Associates, LLP, a qualified and competent bidder, submitted the lowest responsive and responsible bid in the total amount of $849,300.00 for 5 calendar years of audit and tax services beginning with 2023 calendar year; and

WHEREAS, the funds for these services will come from the allocation of various HACM programs (e.g. Public Housing, Section 8, Capital Funds, Unsubsidized Housing and Central Office); therefore be it,

RESOLVED, by the Board of Directors of the Housing Authority of the City of Milwaukee that it hereby authorizes and approves accepting the bid of and entering into a contract with Berman Hopkins CPAs & Associates LLP, for Auditing Services; and, be it


FURTHER RESOLVED, that the proper officers of the Housing Authority of the City of Milwaukee be and hereby are authorized and directed to properly execute said contract for and on behalf of HACM; and, be it

FURTHER RESOLVED, that option renewals and any change orders including the time of performance are needed, the officers of HACM may approve such request without any further action of the Board of Directors of HACM; and, be it
