Analysis

This resolution directs the Office of the City Clerk - License Division to identify factors and indicators of concentrated poverty and crime which may be considered as criteria in certain licensing deliberations. 

Body

Whereas, The City Attorney opined on January 30, 2024 that the City of Milwaukee has the authority to consider poverty and crime rates within the vicinity of proposed new licensed establishments under the exercise of its police power; and

 

Whereas, Criteria for issuance of new licenses must be clearly defined; and

 

Whereas, There are many factors and indicators of concentrated poverty and crime which may be relevant to certain licensing deliberations; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Office of the City Clerk - License Division is directed to identify factors and indicators of concentrated poverty and crime which may be considered as criteria in certain licensing deliberations; and, be it

 

Further Resolved that the recommendations of the Office of the City Clerk - License Division shall be reported to the Common Council within 60 days of adoption of this resolution.
