Title
Resolution directing the City Engineer to apply for 2011 Urban Nonpoint Source and Stormwater Construction and Planning grants from the State of Wisconsin, Department of Natural Resources.
Analysis
This resolution directs the City Engineer to apply for a 2011 UNPS &SW construction grant from the Department of Natural Resources (DNR) in the amount of $650,000 with a City share of $500,000 and a grantor share of $150,000. This resolution also designates the City Engineer as the authorized agent for the City of Milwaukee for the purpose of entering into the 2011 Urban Nonpoint Source and Stormwater construction and planning grant agreements between the City of Milwaukee and the DNR.
Body
Whereas, Stormwater pollution control is an important component of the City of Milwaukee's (City) storm water management regulation and the City's permit with the DNR; and
Whereas, The Department of Natural Resources (DNR), per NR 151.13 (2) of the Wis. Adm. Code, requires all municipalities subject to its storm water discharge permit to implement, to the maximum extent practicable, a 40% reduction in Total Suspended Solids (TSS); and
Whereas, Wet detention ponds are one of the established and cost effective methods that can be implemented to remove sediments from large tributary areas and will aid the City in reaching the required TSS reduction goal; and
Whereas, The City is proposing to construct a wet detention pond at North 91st Street and West Calumet Avenue located within the municipal separate storm sewer system (MS4) portion of the city; and
Whereas, The wet detention pond will be sufficiently designed to treat storm water discharge from the entire 329 acre tributary area of storm sewer system number 2057; and
Whereas, The City Engineer will submit a signed Environmental Hazard Assessment form; and
Whereas, The operation of these grants begins on January 1, 2011 and ends on December 31, 2012; and
Whereas, The WDNR would provide a maximum cost share of 50% of eligible costs, with a total grantor share not exceed $150,000 for the construction grant; and
Whereas, The City Engineer will submit quarterly and final reports to the DNR and make periodic requests for grant reimbursement; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City Engineer is directed to apply for a 2011 Urban Nonpoint Source and Stormwater construction grant from the DNR; and, be it
Further Resolved, That the City Engineer is the authorized agent for the City of Milwaukee for the purpose of entering into a 2011 Urban Nonpoint Source and Stormwater construction grant agreement between the City of Milwaukee and the DNR.
